In accordance with Part 1 of Art. 22 of the Federal Law on Sports in the Russian Federation, the following sports titles are established:

1) international master of sports of Russia;

2) Master of Sports of Russia;

3) Grandmaster of Russia.

According to Part 2 of Art. 22 of the Federal Law on Sports in the Russian Federation, the following sports categories are established from lowest to highest:

1) candidate for master of sports;

2) the first sports category;

3) the second sports category;

4) the third sports category;

5) the first youth sports category;

6) the second youth sports category;

7) the third youth sports category.

The norms and requirements, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories for the sports included in the All-Russian Register of Sports, as well as the conditions for the fulfillment of these norms and requirements, are established by the Unified All-Russian Sports Classification (hereinafter also ESCC). The Regulation on the Unified All-Russian Sports Classification, approved by order of the Ministry of Sports and Tourism of Russia of November 21, 2008 N ° 481 (hereinafter also referred to as the Regulation), determines the content of these norms, requirements and conditions, as well as establishes the procedure for the formation of the ESCC and the procedure for assigning sports titles and sports categories in various sports.

In accordance with Part 6 of Art. 22 of the Federal Law on Sports, sports titles are assigned by the Ministry of Sports of Russia in the manner prescribed by the Regulations on the ESCC. Sports categories in accordance with Part 7 of Art. 22 of the Federal Law on Sports are assigned by the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports in the manner prescribed by the Regulations.

The purpose of the ESCC is to attract citizens of the Russian Federation to active sports, improve the level of sportsmanship of those who go in for sports, establish requirements, norms and conditions for their implementation, taking into account the development of a specific sport in the Russian Federation and in the world, and improve the system of sports competitions.

The sports titles and sports categories listed above are awarded for the fulfillment of the requirements and norms of the EWSK, subject to the conditions for their fulfillment based on the results of official sports competitions, including:

a) international sports competitions - Olympic, Paralympic, Deaflympics, world championships, world games, world cups, world championships, European championships, European cups, European championships, and other international sports competitions;

b) All-Russian sports competitions - Russian championships, Russian cups, Russian championships, other all-Russian sports competitions;

c) interregional sports competitions - championships of federal districts of the Russian Federation, championships of federal districts of the Russian Federation, zonal competitions with the participation of sports teams (clubs) of constituent entities of the Russian Federation from two or more federal districts of the Russian Federation that are qualifying for championships or championships of the Russian Federation;

D) regional sports competitions - championships of constituent entities of the Russian Federation, cups of constituent entities of the Russian Federation, championships of a constituent entity of the Russian Federation, other sports competitions of constituent entities of the Russian Federation;

e) municipal sports competitions - championships of municipalities, championships of municipalities, other sports competitions of municipalities.

The ESCC includes requirements, norms and conditions for their fulfillment for the assignment of sports categories and sports titles based on the results of the performances of athletes at the next official sports competitions.

a) Olympic, Paralympic, Deaflympic Games, Youth Olympic Games, European Youth Olympic Festival;

b) sports competitions held on a territorial basis (among sports teams of municipalities, constituent entities of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of the strongest athletes (sports teams) without restrictions on the upper age limit (hereinafter - championships). In team sports, championships may be held among the strongest teams of physical culture and sports organizations, including sports clubs, of the corresponding administrative-territorial entities, if this is established by the provisions (regulations) on such sports competitions;

c) sports competitions held among athletes (sports teams) without limiting the upper age limit and, as a rule, in several stages (hereinafter - cups). In cups, along with the awarding of winners in personal types of programs, the cup is played and awarded to the winner in the form of a competition program with the participation of three or more athletes in each of the opposing sides (groups, crews, pairs, etc.), the results of which are summed up in order to determine the team - the winners in team competitions or in the ranking (determination of the team standings) of sports teams participating in sports competitions based on the results of the performance of athletes (groups, crews, pairs, etc.) in all types of competition programs, including team competitions without drawing medals and assigning sports titles and sports categories based on the results of the team classification;

d) sports competitions held on a territorial basis (among sports teams of municipalities, constituent entities of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of children, adolescents, youth with age restrictions for participants in sports competitions (hereinafter - championships). In game team sports, championships may be held among the strongest teams of physical culture and sports organizations, including sports cups, if this is established by the provisions (regulations) on such sports competitions;

e) other official international, all-Russian, interregional, regional, municipal sports competitions.

Official sports competitions in the Russian Federation, based on the results of performances at which athletes are awarded sports titles and sports categories, are held in accordance with the rules of sports approved in the manner prescribed by the Federal Law on Sports.

In the absence of approved requirements and norms for the kind of sport (sports discipline), sports titles and sports categories in this kind of sport (sports discipline) are not assigned.

The requirements and norms of the EWSK, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories, as well as the conditions for their fulfillment, are established based on the level of development of the sport and its disciplines, the status of sports competitions, gender and age of athletes.

The requirements for the conferment of a sports title or sports category are:

a) a place taken at an official sports competition of the corresponding status;

b) the required number of victories over athletes of the corresponding category or title within one year at official sports competitions.

The conditions for meeting the requirements and norms for the assignment of sports titles and sports categories are:

a) the number of countries that participated at all stages in official international sports competitions, but not less:

  • for championships, cups, world championships - in summer sports from 35 countries, in winter sports - 15 countries, in sports that only women are involved in - 20 countries;
  • for championships, cups, and European championships - in summer sports in 20 countries, in winter sports - in 10 countries, in sports that only women are involved in - 12 countries;
  • for other official international sports competitions - in summer sports of 15 countries, winter sports and sports that only women are involved in, 8 countries;

b) the number of constituent entities of the Russian Federation that participated at all stages in official all-Russian and interregional sports competitions, but not less:

  • for championships and championships of federal districts of the Russian Federation - half of the constituent entities of the Russian Federation included in the corresponding federal district, and for sports that are developed by all-Russian sports federations in accordance with Part 4 of Art. 14 of the Federal Law on Sports, - at least 90% of the constituent entities of the Russian Federation included in the corresponding federal district, on the territory of which the specified sport is developing;

c) the number of participants (athletes, pairs, groups, crews), sports teams in the form of a program, but not less:

  • for championships, cups, world or European championships - in summer, winter sports and sports involving only women, 10 participants, sports teams; in sports among people with disabilities and people with disabilities - 6 participants, sports teams;
  • for other official international sports competitions - in summer sports - 10 participants, sports teams; in winter sports and sports that only women are involved in - 8 participants; in sports among people with disabilities and people with disabilities - 6 participants, sports teams;
  • for championships, cups, championships of the Russian Federation, other official all-Russian sports competitions - in sports among people with disabilities and persons with disabilities - 6 participants, sports teams; in other sports - 10 participants, sports teams (when holding sports competitions according to the system with elimination after the first defeat - 8 participants, sports teams);
  • for championships, championships of federal districts of the Russian Federation - in sports among the disabled and persons with disabilities - 6 participants, sports teams; in other sports - 8 participants, sports teams;
  • for a championship, cup, championship, other official competitions of the constituent entity of the Russian Federation, championship, championship, other official competitions of the municipality - in sports among the disabled and persons with disabilities - 5 participants, sports teams; in other sports - 8 participants, sports teams;

d) age groups for official sports competitions among children, adolescents, youth (championships), while for such all-Russian and interregional sports competitions, the number of age groups cannot exceed their number at the world or European championships for the corresponding sport (sports discipline) plus one the next younger age group;

e) the minimum age of the athlete from which the corresponding sports title, sports category is assigned;

f) the number of sports judges with the corresponding qualification category (except for official international sports competitions), but not less:

  • for the award of the sports title "Master of Sports of Russia" - three sports judges of the All-Russian category;
  • for the assignment of the sports category of the CMS - two sports judges of the All-Russian category;
  • for the assignment of the first sports category, -7 three sports judges of the first category and above;
  • for the assignment of other sports categories - five sports judges of any category;

g) the number of performances, fights, games, etc .;

h) the number of starts in the preliminary (qualifying) stage of official sports competitions;

i) using appropriate means of measuring results; j) other special conditions based on the specifics of the sport and

systems for holding specific sports competitions.

If the championship, championship or world cup was attended by representatives of a smaller number of countries than provided for in the second paragraph of paragraph "a", sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established respectively for the championship, championship or the European Cup.

If in the championship, championship, World Cup or Europe was attended by representatives of a smaller number of countries than provided for in the second and third paragraphs of paragraph "a", sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established for “other official international sporting events”.

Sports titles and sports categories based on the results of the performance of athletes at the stages of the World Cup or Europe are assigned in accordance with the norms and requirements established for other official international sports competitions in accordance with the above requirements.

For the fulfillment of the requirements and norms at official international sports competitions, sports titles and sports categories are awarded only if the athlete has participated in these sports competitions as part of the sports team of the Russian Federation.

If the championship or the championship of the Russian Federation was attended by representatives of a smaller number of constituent entities of the Russian Federation than provided for in the second paragraph of clause "b", sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established respectively for the championship or championship of the federal district of the Russian Federation.

Sports titles and sports categories based on the results of the performance of athletes at the stages of the Russian Cup are assigned in accordance with the norms and requirements established for other official All-Russian sports competitions.

If the championship or championship of the federal district of the Russian Federation was attended by representatives of a smaller number of constituent entities of the Russian Federation than provided for in the third paragraph of clause "b", sports titles and sports categories based on the results of the performance of athletes at such competitions are assigned in accordance with the norms and requirements established respectively for championship or championship of the constituent entity of the Russian Federation.

The requirements and norms fulfilled at the championship and championship of the federal cities of Moscow or St. Petersburg are equal to the requirements and norms of the championship and championship of the federal district of the Russian Federation, respectively.

Sports title "International Master of Sports of Russia" (hereinafter - MSMK) is assigned to an athlete who has set or confirmed a world or European record in sports disciplines included in the Olympic program, if this record is registered by the international sports federation in the relevant sport and if the athlete played for the national sports team of the Russian Federation.

If for the assignment of the MSMK sports title in the form of a program, only the fulfillment of the norms is provided and Russian athletes won a medal in it at the last Olympic (Paralympic, Deaflympic) Games, then in these cases the MSMK sports title can be awarded for the result shown at the championship or the Cup of Russia this is stipulated by the EWSK. The Youth Olympic Games are equated to the world championship in the respective age groups. The European Youth Olympic Festival is equated to the European Championship in the respective age groups.

In accordance with Part 9 of Art. 22 of the Federal Law on Sports for persons with outstanding achievements and special services to the Russian Federation in the field of physical culture and sports, honorary sports titles are established. The regulation on the assignment of honorary sports titles (hereinafter also referred to as the Regulation) was approved by order of the Ministry of Sports and Tourism of Russia dated November 27, 2008 No. 551 and establishes honorary sports titles, as well as determines the procedure and conditions for their assignment.

Honorary sports titles are established for the purpose of encouraging and morally stimulating citizens of the Russian Federation who have outstanding achievements and special services to the Russian Federation in the field of elite sports.

One of the honorary sports titles stipulated by the Regulations is the title "Honored Master of Sports of Russia", which is awarded by the Ministry of Sports of the Russian Federation for the sports included in the All-Russian Register of Sports (ARVS).

The honorary sporting title "Honored Master of Sports of Russia" is awarded to athletes who took part in the sports team of the Russian Federation:

a) 1-3 places at the Olympic, Paralympic, Deaflympic Games in individual and (or) team competitions or competitions in team game sports;

b) 1st place in the World Championship, or the World Cup, or the European Championship, or the European Cup as part of the sports team of the Russian Federation and at the same time scored 150 or more qualifying points in accordance with table. 6.3.

In competitions consisting of a series of stages, qualifying points for a single stage are not awarded.

In sports that do not host international competitions, only qualifying points must be collected.

Qualifying points for the results shown at world championships or cups are awarded if representatives of at least 35 countries (15 countries for winter sports) participated (at all stages) and at least 10 athletes competed in each type of program (pairs , groups, crews, etc.), teams. For sports that only women do - at least 20 countries. If representatives of a smaller number of countries took part in the championship or the World Cup, then qualifying points for such sports competitions are awarded as for the championship or the European Cup, respectively.

Qualifying points for the results shown at European championships or cups are awarded if representatives of at least 20 countries (10 countries for winter sports disciplines) participated (at all stages) and at the same time at least 10 athletes competed in each type of program (pairs , groups, crews, etc.), teams. For sports that only women are involved in, at least 12 countries.

As an exception, the honorary sports title "Honored Master of Sports of Russia" can be awarded to athletes for their outstanding contribution to increasing the prestige of the Russian Federation and Russian sports at the international level, showing exceptional courage and skill.

The current sports classification includes almost all sports cultivated in the country. It rather conditionally, in a uniform gradation according to sports titles and categories, presents standards and requirements that characterize the level of preparedness of athletes, their sports results and achievements.

The conventionality of bringing various kinds of sports into a single system of sports grades and titles (for example, marathon running - weightlifting) is combined with the scientific character of such a systematization, which is based on the statistical reliability of the established labor intensity and the real terms of reaching the same category. Thus, gifted young people usually receive the title "Master of Sports" after six to eight years of regular and intense sports training. Realistically possible terms for reaching the standards and requirements of individual categories and titles are also certain time guidelines for both beginners and highly qualified athletes. The progress of an athlete from category to category serves as a criterion for the effectiveness of the training process.

A unified sports classification is not something given once and for all, frozen, it has a mobile, dynamic character. Periodically, adjustments are made to it related to sports practice, which is influenced by progressive changes in the theory and practice of training athletes, their technical equipment, etc.

Especially noteworthy is the presence of a sports classification l according to national sports. Clause 5 of Art. 2 of the Federal Law on Sports defines national sports as sports that have historically developed in ethnic groups of the population, have a socio-cultural orientation and develop within one subject of the Russian Federation.

National sports are cultivated in certain regions of the Russian Federation. They are based on traditional folk exercises and games, historically associated with the way of life and the peculiarities of people's work in the conditions of these regions. Some of these sports require extraordinary physical and special sports and technical fitness. Thus, the "northern all-around", which is especially widespread in the reindeer-breeding regions of the Far North, includes multiple jumps on two legs over sledges, throwing an ax at a distance, throwing a lasso (tynzyan) on a vertically standing pole - a trochee (used to control a reindeer team) , running 3 km on rough terrain with a stick (the stick helps to maintain balance on small bumps and obstacles of the tundra).

In many republics of the Russian Federation, many original sports competitions in national sports (for example, wrestling) are held annually. In the central regions of Russia such national games as "rounders", "small towns" are known. There are many more similar examples of national sports in other regions of the country. The most common of them are presented in a single sports classification.

According to Part 10 of Art. 22 of the Federal Law on Sports, sports titles and sports categories in national sports, the content of norms, requirements and conditions for their assignment, the procedure for their assignment are established by the executive authorities in the field of physical culture and sports of the constituent entities of the Russian Federation, in whose territories the development of national sports is carried out ... The state authorities of the constituent entities of the Russian Federation, in whose territories the development of national sports is carried out, may establish honorary sports titles in these sports.

The title of master of sports in these sports is awarded at the federal level, although they are usually cultivated only in certain regions, for example, in Yakutia, Tatarstan, Dagestan, etc. Sports categories are assigned by regional sports organizations, i.e. in places.
