I. General provisions

All-Russian competitions among educational organizations in skiing racing on the prizes of the Pionerskaya Pravda newspaper (hereinafter referred to as competition) are held in order to organize physical culture and sports work in general education organizations.

The main tasks are:

    involvement of schoolchildren in regular physical culture and sports, strengthening their health;

    further development of mass skiing;

    preparation for the delivery of standards for the All-Russian physical education and sports complex "Ready for Work and Defense" (GTO).

II. Place and timeline

Competitions are held in three stages.

I. Stage - Competitions in the municipalities of the Russian Federation (January 2019);

II. Stage - Competitions in the constituent entities of the Russian Federation (February 2019);

III Stage - All-Russian final competitions are held in the city of Pervouralsk (Sverdlovsk region) from March 26 to March 31, 2019, including March 26 - the day of arrival, March 31 - the day of departure.

III. Event organizers

IX . Ensuring the safety of participants and audience

Ensuring the safety of participants and viewers is carried outaccording to the requirements of security rules for official sports competitions approved by Decree of the Government of the Russian Federation of April 18, 2014 No. 353, as well as the requirements of the Ski Racing Sports.

Competitions are held on sports facilities included in the All-Russian Register of Sports Objects in accordance with the Federal Law of December 4, 2007 No. 329-FZ "On Physical Culture and Sports in the Russian Federation", and the availability of acts of sports facilities to conduct activities approved in the established order.

The provision of emergency medical care is carried out in accordance with the order of the Ministry of Health of the Russian Federation of March 1, 2016 No. 134n "On the procedure for organizing the provision of medical care to individuals engaged in physical culture and sports (including the preparation and conduct of physical education events and sports events), Including the procedure for medical examination of persons who want to go through sports training, engage in physical culture and sports in organizations and (or) to fulfill the test standards (tests) of the All-Russian Physical and Sports Complex "Ready for Labor and Defense".

Part 1. General

1.1 Ski racing competitions are held in accordance with the Rules (ICR) of the International Federation of Sports Sports (FIS), these Rules (hereinafter referred to as PSLG). In this edition of the rules, the numbering of the FIS rules is saved. Sports situations that have not found reflections in the present editorial board are interpreted based on FIS rules.

1.2 Official skiing competitions are held in sports disciplines in accordance with the All-Russian Register of Sports and Age categories in accordance with the Unified All-Russian Sports Classification.

1.3 (201.5) Sports Competition.
Sports competition is a contest among athletes or teams of athletes in various sports (sports disciplines) in order to identify the best participant in the competition, held according to the provision approved by its organizer (regulations).

1.4 Sports discipline
Sports discipline is a part of the sport, which has distinctive features and includes one or more species, sports competition programs. For example, ski races are a sport, and the sprint is a sports discipline.

1.4.1 (201.6.1) Ski races, competitions on rollers and mass skiing on FIS classification belong to the "Northern" disciplines.

1.5 Participation in Competitions

1.5.1 Participation in competitions.
Athletes of the constituent entities of the Russian Federation are allowed to participate in official sports competitions with the status of the status of the "Championship of the Federal District of the Russian Federation" on ski racing. To participate in sports competitions, no lower than the specified status of athletes are required to have the RUS code (numerical code under which an athlete is registered in the database).
The order of participation of athletes in sports competitions of lower status is determined by regional (local) sports federations accredited by the type of sports "ski racing".

1.5.2 Participation in FIS competitions.
To participate in the FIS Calendar Competitions held on the territory of the Russian Federation, athletes having FIS code are allowed in accordance with P 200.3 ICR.

1.6 When conducting official All-Russian sports competitions, the appointment of a technical delegate is mandatory.

1.7 Classification of the Competition of the Russian Federation

1.7.1 Classification of competitions in status and sports significance:
International Competitions (FIS) held in the Russian Federation, Championships, Cups, Championship of the Russian Federation, Official All-Russian competitions, championships, championship of federal districts of the Russian Federation (hereinafter - the 1st category).
Championship, Cup, Championship of constituent entities of the Russian Federation, other official competitions of the constituent entities of the Russian Federation, (hereinafter - the 2nd category).
Championships, championship of municipalities, other official competitions of municipal entities, competitions of physical education and sports organizations (hereinafter - the 3rd category).

1.7.2 In accordance with the All-Russian Register of Sports (VRVS), skiing competitions are divided into: personal, personal-team teams, teams.

1.7.3 In accordance with the legislation of the Russian Federation and in order to popularize the sport of the sport, the All-Russian Sports Federation (hereinafter - the Federation) has the right to hold:
- Mass Competitions;
- Competitions among individual populations;
- Competitions in the framework of the preparation of youth to the service in the Armed Forces.
The procedure for organizing sports and mass sports competitions cannot contradict this Regulation.
The provisions on the relevant competitions are approved by the sports federation or organizational committee of the competition.


2.1 (206.1) Federation, its regional branches or accredited regional sports federations of ski racing have the right to conclude contracts with organizations of any form of ownership of sponsorship and / or providing goods or equipment if this organization is recognized as an official sponsor or partner.
Advertising using photographs, images or names of athletes during the competition, prohibited.
Advertising tobacco, alcoholic and narcotic drugs with the participation of athletes, as well as the placement of such advertising on the equipment athlete is prohibited.

2.2 Extrabudgetary funds raised to organize and conduct competitions are spent by the organizer in accordance with concluded agreements and contracts.

2.3 (206.3) All equipment received from the sponsor and used in competitions must comply with the rules for labeling and trademarks (paragraph 3 of PSLG).

2.4 Indecent words and / or symbols on clothing and equipment are prohibited.

2.5 (206.5) Athletes are not eligible to shoot one or both skiing before crossing the red line in the finishing zone of a certain organizer.

2.6 (206.6) At all competitions in skiing, at the official ceremony with raising flags and the execution of hymns athletes are not allowed to take with them a sports equipment (skiing, sticks, ski boots, helmet, glasses). After the final completion of the ceremony (presenting prizes and medals, performing hymns), the athletes are allowed to keep in the hands of the inventory on the pedestal for photographing.

2.7 (206.7) Representation of winners / Inventory on the podium podium

At all competitions in skiing, when conducting an unofficial presentation of the winners (flower ceremony), athletes can take the following inventory items:
- Skiing.
- Shoes: During the award on the podium, athletes, athletes can be shovel into their sports shoes. Other extinguishing options are not allowed (for example, on the neck). It is impossible to make other shoes on the pedestal during the award, with the exception of the one in which he watches.
- Ski sticks: apart from skis, as a rule, in the other hand.

- Helmet: If you come, then only an athlete's head (but not on skis or ski sticks).
- Ski clamps: a maximum of two with a ski manufacturer, perhaps one with the name of the manufacturer of ski ointment.
- Clamps for ski sticks used in competitions in ski racing. Clips can be used to bond two sticks. The width of the bracket can be two sticks, but not wider than 4 cm; permissible length (height) - 10 cm; The long side of the bracket is located in parallel sticks. Commercial labeling of the manufacturer of sticks can occupy the entire surface of the bracket.
- All other accessories are prohibited: bags on the belt, mobile phones on the neck, backpacks, bottles, etc.

2.8 (206.8; 206.9) Immediately after the competition, before the expiration of the protest period, the unofficial presentation of the winner (flower ceremony) and the celebration of the winners with the execution of anthems, at the discretion and risk of the organizer, are allowed in the competition zone. Be sure to have well visible starting numbers of competitors.
The starting T-shirts of the athletes in which they participated in competitions, as well as other outerwear, should necessarily be won well and is clearly visible while in limited access areas (including pedestal and zones equipped for communicating with televisers).


4 Use of rights for electronic media

4.1 The use of rights for electronic media is carried out in accordance with paragraphs 208, 209 ICR.

4.2 (208.1.4) Media Access for Competitions
When conducting competitions in the zones allocated for the media, only personnel having appropriate accreditation is allowed.


5 (219) prizes

5.1 (219.1) Prizes for the establishment of records are prohibited.

5.2 (219.2) If two athletes or more showed the same time or received the same number of points, they occupy one place. They get the same prizes, titles and diplomas. The distribution of titles or prizes with a draw or other competition is not allowed.

5.3 (219.3) All prizes must be issued no later than the last day of the competition or series of competitions.


6 (221) Medical Services and Doping Control

6.1 Sports organizations that represent participants of the competition are responsible for the health of their athletes and their willingness to participate in competitions. All athletes are required to regularly undergo a comprehensive in-depth medical examination.

6.2 Medical support in competitions is carried out by the medical staff of medical and physical scientific dispensaries (WFD), sports bases, as well as doctors that are constantly observing this contingent of athletes; Territorial and departmental healthcare facilities. For this, no later than 3 days before the start of the competition, their organizers file an appropriate application in WFD or district (urban) health authorities, which carry out medical provision of data of the competition.

6.3 Multi-day competitions and competitions with a large number of participants are serviced by a team of doctors led by a responsible medical support leader (chief physician). All solutions within its competence are mandatory for participants, coaches, judges and competition organizers. At the disposal of the Chief Doctor is also the middle and junior medical staff, sanitary transport. Before the beginning of the competition, the chief physician meets in detail the sanitary and hygienic conditions of the competition sites, placement and nutrition of participants, the epidemiological situation, the sanitary and technical condition of sports, medical groups, trails, sports equipment, locker rooms, shower rooms, athletes recreation facilities. Taking on the eve of the competition together with the director of the competition sports base, the placement and nutrition of participants, the doctor is guided by the existing rules for the content of objects for physical culture and sports. The chief physician represents the Organizing Committee or the Judge College of Medical Support and the Competition Report and the Competition Report.

6.4 The doctor present in the competition is only responsible for holding a medical examination at the request of the representative of the team participating in competitions, or at the request of the competing

6.5 (221.3) Using Doping is prohibited. Any violation of the "Anti-Doping Rules FIS" is punishable by the corresponding punishment.

6.6 (221.4) Doping control can be carried out during any official All-Russian sporting competition, as well as at any other time. For a detailed description, see the FIS anti-doping rules.

6.7 (221.6) Medical Services subject to the organizers of the Competition
The main task of the organizers of the competition is to ensure the safety and health of all participants in the competition. This rule applies to athletes, volunteers, employees of the route and viewers.
Features of the organization of the health care system depend on several variables:
- scale, level and type of competition, as well as local health care standards, geographical location and specific circumstances;
- Expected number of athletes serving personnel and audience;
- scope of responsibility that is assigned to the medical organization serving competition (athletes serving personnel, viewers).
Before the start of official training or competition, the organizer / head of the medical and rescue service must confirm the director of the competition or the technical delegate on the availability of all necessary rescue funds. If an accident occurred or circumstances arose, not allowing to follow the initial medical plan, it is necessary to ensure the availability of reserve rescue funds before the resumption of official training or competition.


7 (222) Competitive Inventory

7.1 New developments in the field of inventory, the regulation of the use of a new sports inventory and the verification procedure are carried out in accordance with ICR clause 222.

7.2 The athlete is responsible for the inventory used by them (skiing, stick, fastenings, ski boots, shape, etc.). His personal responsibility is to check the compliance of its inventory with general security requirements. Inventory must be good.

7.3 (222.2) The term "competitive inventory" means all inventory items used by the athlete during competitions, including clothing and technical equipment. A complete set of competitive inventory is considered as a functional unit.

7.4 It is fundamentally prohibited by the use of artificial or unnatural aids, changing the physical possibilities of an athlete, which contributes technical adjustments to its movement, as well as the use of inventory potentially dangerous to health.


Part 2. Organization

8 (211) Organizer

8.1 The organizer of the competition in skiing is a person or a group of persons who carry out the necessary training and organizing the competition at the place of their holding.


9 (301) Organizational Committee

9.1 The Organizing Committee (Organizing Committee) consists of persons (physical or legal), which are authorized by the Organizer. They possess all the rights and responsibilities of the organizers.

9.2 The organizing committee is created for the 1st and 2nd category competitions. The Organizing Committee must comply with the rights and obligations of the organizer.

9.3 The organizing committee is included incl. Chief Judge of Competitions and the Director of the Competition.


10 (212) Insurance

10.1 (212.4) All participants in the competition should be insured against accidents per sum sufficient to cover the costs of possible incidents, transport and salvation, including during the competition. Each sports organization is responsible for insurance of all its athletes. The sports organization and its athletes are obliged at any time at the request of the Federation, its representative or organizing committee to provide the insurance policy (original document). Insurance of participants in the competition must be ensured by a community organization from budgetary or extrabudgetary sources in accordance with the current legislation of the Russian Federation and the constituent entities of the Russian Federation.


11 Regulations on Competitions

11.1 The situation on competitions is developed by the Organizing Committee and must comply with these Rules.

11.4 The provision on the 1st category competitions is sent to the participating organizations no later than the term established by the Federation.

11.5 At the Competitions of the 1st Category of the Organizing Committee (if necessary), in coordination with the Federation and the federal executive authority in the field of physical culture and sports, can be submitted to add and change, change the timeline and place of competition or to cancel them, in a timely manner, reporting this to participants. and all interested parties.


12 (213, 214) Program and Announcement Competitions

12.1 For each competition, its organizers should be published a program that includes the following items:
- Timing and venue of the competition, information about sports facilities and the route to them;
- technical information about competition and conditions for its participants;
- the composition of the main refereeing board;
- time and venue of the first meeting of team representatives and draw;
- schedule of official training and starts;
- location of the official bulletin board;
- time and place of the award ceremony;
- The final date and time of filing an application for participation, as well as an address to send applications, including phone, fax, email.

12.3 (214.3) At the 1st category Competitions, all transfers, cancellations and other changes in the competition program, the organizers are obliged to agree with the Federation, and notify TD and Assistant TD. Transferring competitions for an earlier period must be approved by the Federation. For all participating sports organizations, information on transferring, cancellation and other changes in the competition is published on the Federation's website.


13 (302) Officials Competitions

14 Judges Competition

14.1 (302.1) Appointment of judges of the Competition.

14.1.1 At the competition of the 1st category, the Committee on the Organization and Conduct of the Federation Competitions appoints a technical delegate (TD), the Chief of Judge and the General Secretary (in coordination with the Organizing Committee).
The Organizing Committee of Sports Competitions is appointed to other Competitions and the General Secretary.

14.1.2 The chief judge of the competition is part of the main refereees of the Board (GSK) and is responsible for the appointment of its members and all the judicial brigades.

14.2 (302.2.1) Composition of GSK:

14.3 Sports judge - an individual authorized by the Organizer of Sports Competition to ensure compliance with the Rules of Sports and Provision (Regulations) on the Sports Competition, which has passed special training and obtained the relevant qualification category. Each of them performs only one job, they all should be easily recognized by clothing, sleeve dressings or icons. All judges must take their position in a timely manner in order to have enough time to check the readiness of the competition places.

14.4 (302.3) Sports judges and their responsibilities.

14.4.1 (302.3.1) The main judge of the competition is responsible for all aspects of the competition and controls the work of all sports judges. He has a meeting of team representatives, is a member of the jury and is part of the organizing committee. It must constantly inform the TD on the progress of the preparatory work and all possible changes, as well as provide trail maps, trace profiles, stadium plans, schedule, etc., jury members before their arrival at the competition site.

14.4.2 (302.3.2) Chief Secretary of the Competition is accountable to the chief judge of the Competition.
Responsible for all secretarial work related to technical aspects of competitions and manages:
 the work of the commission for admission (verification of the official application, the presence of an individual numerical code competition (for the 1st category competitions), quotas for a limited adequation competition),
 organization of meetings of team representatives,
 publication of informal results and the dissemination of official results
 preparation and dissemination of information about the competition (invitations, messages for teams),
 preparation of documentation for the start, manual timekeeping, control, outcomes of the competition,
 leads the minutes of the meeting of representatives of teams and meetings of the jury,
 Takes protests and transfers to the jury.

14.4.3 (302.3.3) The deputy of the main judge on the tracks is accountable to the Chief Competition Judge. Responsible for the preparation (sealing of the track, markup, installation of fences) of the competitive track, ski testing zones and traces for warm-up, as well as the correct installation and safe placement of any commercial marketing shields and structures.

 Lead a ski route roller group, for the maintenance of the track in an optimal state, and also after completing the competition, the last participant should send at least two rollers or controllers of the closing track, or a special machine.

14.4.4 (302.3.4) Head of the timing and processing of results is accountable to the chief judge of the competition. Responsible for managing and coordinating the work of judges working in the timing zone (starter, judge on the finish, the finish controller, chronometricists with manual and electronic timers, the chronometricists of intermediate results and data handlers). Together with the senior judge coordinates the location of the starting and finishing lines. Coordinates the location of points to measure intermediate results. Manages data processing and provides media information support.

14.4.5 (302.3.5) Senior Judge is accountable to the chief judge of the Competition. It is responsible for all actions carried out on the territory of the stadium: controls the passage of athletes on the start, the marking of skis, commercial labeling, ski marking on the finish, the passage of athletes after the finish, helps anti-doping controllers. It provides the labeling of the track, the installation of fences and signs on the territory of the stadium, and also controls the training of trails at the stadium, the correct installation and safe placement of any commercial marketing shields and structures at the stadium, a safe and well-placed passage of athletes at the start. The senior judge is responsible for ensuring a sufficient place for the clothes of athletes, coaches, equipment suppliers, anti-doping officials and medical personnel in the Finish area, as well as for close cooperation with the media and ceremonies in the finish zone. Coordinates the location of the start and finishing lines with the head of the timing and processing of the results, provides convenient access to the stadium of athletes, coaches serving personnel and media, prepares a mixed zone in the Finish area.

14.5 Members of the Organizing Committee, directly participating in the period of the Competition

14.5.1 (302.3.6) Head of the Competition Control Service, together with the jury, is responsible for placing controllers in relevant places, for collecting all the necessary information and control cards after the competition, and also reports the jury about all incidents.
At each checkpoint, the presence of two controllers is required. About their total number and places of their location should not be notified athletes, coaches, representatives and staff teams. All controllers record violations and passage of competitors. They can use video equipment. After the competition, the controllers must report all violations of the rules to the head of the control and security service and should be prepared to give testimony of the jury.

14.5.2 The head of the Safety Service Competition is responsible for ensuring the safety of competitions, access to the ski highway, stadium and team preparation places.

14.5.3 (302.3.7) The head of the media information service provides optimal working conditions for the media, inventory suppliers and officials of the competition in the media zones. This includes responsibility for placing, installation of pointers in the mixed zone. This includes a mixed zone device, the placement of photographers, journalists and commentators. Also, premises should be provided for press conferences and posting the relevant media infrastructure. He is also responsible for accessing press representatives, radio and TV to information that should be provided to them.

14.5.4 (302.3.8) The head of the medical and rescue service is responsible for organizing the first medical care and all medical services in the competition, as well as for the fast transportation of patients to the nearest medical institution.
Medical and rescue service should work as usual and during training.

15 (303) jury and his duties

15.1 (303.1) Jury composition in competitions of the 1st category:
- Technical delegate (Chairman of the jury);
- the main judge of the competition;
- Assistant technical delegate.
Note. For the competition 2nd and 3rd categories, the jury may have the following composition: The main judge of the competition, deputy. The main judge on the tracks, the senior judge.

15.2.2 (303.2.2) Purpose

15.2.2.1 At all official All-Russian sports competitions, TD is appointed by the Committee on the Organization and Conducting Competitions Federation. TD should not be a representative of the Regional Office of the Federation or an accredited Regional Sports Federation of Ski Racing, in which the competition is held.

15.3 (303.3) Jury Responsibilities

- Adjustment of competitive trails (if necessary), must be made taking into account safety. Additional security measures (fences, protective materials, etc.) must be installed along the route;
- Reception of late applications and replacements;
- receiving protests and announcement of sanctions or disqualification;
- application of sanctions to an athlete or coach;
- changes in the starting order or type of start in special cases;
- All issues not considered in these Rules.

15.3.3 (303.3.3) At the venue for the competition, especially during official training and competition, members of the jury are authorized to make oral warnings and report accreditation to the current competition.

15.3.4 (303.3.4) The decision of the jury is accepted by a majority vote. In the event of equality of votes, the decisive voice has the chairman of the jury.

15.4 (303.4) Jury Responsibilities before and during Competitions

15.4.1 (303.4.1) All members of the jury must arrive at the venue of the competition for 2 (two) days before the competition, in order to verify the readiness of the sports facility for official training and competition and make relevant adjustments.
TD is responsible for making members of the jury of their duties and distributes the tasks between them in accordance with their level of competence and experience.
Jury members should be prepared and able to pass the track for skiing in order to assess the level of its preparation.

15.4.2 (303.4.2) The jury before arriving at the place of the competition should have:
- Competition program;
- Plans for ski rails and stadium;
- information on snow conditions, action plans in abnormal situations (in cases of bad snow conditions).

15.4.3 (303.4.3) Before the beginning of the competition, the jury should check:
- Ski tracks: Homologation certificate, preparation quality (snow conditions, equipment for the preparation of the track and equipment, the presence of rollers, plans for the case of extreme weather conditions), highlighting the track, security measures, coaching and non-coaching zones, power points, access paths For snowmobiles.
- zone for teams: lubrication premises, ski testing area, warm-up tracks.
- Stadium: detailed schemes, markup, fences, information board and pointers.

17 (305) Meeting of team representatives

17.1 (305.1) Procedure

17.1.1 (305.1.1) A meeting of team representatives is held before each competition. It should be held the day before the competence.

17.1.2 (305.1.2; 216.1) Time and venue of the first and subsequent meetings of representatives of teams, as well as the draw, should be indicated in the Competition Program. The members of the jury determine how many representatives from each participating team and how many accredited officials can take part in the meeting of representatives of teams. At the first meeting, team representatives are invited to all subsequent meetings. Extraordinary meetings should be announced in advance.

17.1.3 (305.1.5) Meeting of representatives of teams leads the main judge of the competition.

17.1.4 (216.3) Representatives of teams and coaches must be accredited by the organizers in accordance with the current quotas.

17.1.5 (216.2) During the discussions at the meetings of representatives, the replacement of the representative of another subject of the Russian Federation is prohibited.

17.1.6 (216.4) Representatives of teams and coaches should submit to this Rules, the jury solutions and behave properly, in accordance with the requirements of sports ethics.

17.1.7 (305.1.6) When holding a meeting, team representatives by a majority of votes can make recommendations of the jury. Each team has 1 vote.

19 (311) Ski Racing Competition Trails

19.1 (311.1) Main characteristics

19.1.1 (311.1.1) Ski racing tracks should be located so that they allow them to appreciate the technical, tactical and physical training of athletes. The level of complexity must correspond to the level of competition, age and qualifications of participants. The route must be laid as natural way to avoid monotony, as well as have a hilly surface, sections of raises and descents. Where it is possible, the track must pass through the forest. Rhythm racing should not be disturbed by a large number of sharp changes in the direction or steep lifts. Sections of descent must be located so that the athletes can overtake each other. It is necessary that skiers having different speeds can simultaneously pass along the highway without interfering with each other.

19.1.2 (311.1.2) Basic principle of building a highway ski racing
- 1/3: Rises with an angle from 9 (1: 1) to 18% (1: 5.5) with a height difference of more than 10 meters, as well as several short raises with a steep over 18%;
- 1/3: Hilly crushed terrain, which includes short lifts and descents (with a height drop from 1 to 9 m).
- 1/3: A variety of descents requiring various descent techniques.

19.1.3 (311.1.3) At the FLGR and FIS competitions on ski races, the tracks are used only in one direction installed in homologation certificates.

19.1.4 (311.1.4) The ski slip test area with test skiing for all participating teams should be located next to the stadium. It should be near the cabins for training skis and warm-up skiing. Test skiing must be prepared for the same standards as competitive tracks.

19.2 (311.2) Homological

19.2.1 (311.2.1) All official All-Russian sports competitions in skiing should be carried out on homologized tracks. Detailed information on the homologation procedure is presented in the HOMOLOTING HOMOLOGATION Guideline for the Federation Ski Racing.

19.2.7 (311.2.7) In the All-Russian competitions, the highest point of the track for ski racing should not exceed 1800 m (above sea level).

19.3 (311.3) Training Trail

19.3.1 (311.3.1) Preparation of the route before the beginning of the Competitive Season

The tracks should be prepared until winter so that they could move even with a thin snow cover. Stones, roots, bushes, stumps and similar obstacles should be removed. Plots of the route with drainage systems must be corrected. Summer preparations should take into account the standards for which competitions are held with snow thickness equal to about 30 cm. Special attention should be paid to the triggers and contraction of turns.

19.3.2 (311.3.2) Basic Cooking for Competition

19.3.2.1 (311.3.2.1) The route must be fully prepared using mechanical equipment. To prepare the tracking track of the 1st category, a snow-cutting machine is used (type "Radium"), it must follow the natural relief to preserve the crossing of the area.

19.3.2.2 (311.3.2.2) The width of the track must comply with the format of the competition and gomologation management. The track should be prepared so that the athletes can move unhindered. Sections of the slopes where the track rises or descends zigzag, should be wide enough to provide good preparation.

19.3.2.3 (311.3.2.3) The tracks and the workshop should be fully prepared before official training, well placed and have kilometer marks.

19.3.2.4 (311.3.2.4) It is necessary that all athletes during the competition are in equal terms. If it is snow or blows a strong wind, a sufficient number of qualified rollers should be used to rolling skiing and / or specially equipped patrols in order to ensure equal conditions. For such cases, a plan of action should be prepared together with the jury.

19.3.2.5 (311.3.2.5) All artificial methods for improving sliding snow properties are prohibited. In special cases, the use of chemicals is allowed to prevent the soft state of the snow surface.

19.3.3 (311.3.3) Preparation of trails for classic style.

19.3.3.1 (311.3.3.1) The amount of skiing is determined by the jury in accordance with the length, wide profile, the competition format and the number of participants (see section in PSLG).

19.3.3.2 (311.3.3.2) throughout the competitive track, the ski should be laid on the optimal trajectory. The skiing is paved in the middle of the track, with the exception of turns.

19.3.3.5 (311.3.3.5) The ski should be prepared in such a way as to control the skiing and sliding on them, it was possible without the effect of lateral braking of any part of the mount. The distances between the left and right skiing should be 17 - 30 cm, if measured from the middle of each skiing. The depth of the skiing should be 2 - 5 cm even on hard or frozen snow.

19.3.3.6 (311.3.3.6) If two skiings are used or more, the distance between them should be at least 1.2 m, if measured from the middle of each skiing.

19.3.4 (311.3.4) Preparation of the tracks for free-style

19.3.4.1 (311.3.4.1) The route should be well prepared throughout its entire length. The width of the track must comply with the format of the competition (see section in PsLG).

19.3.4.2 (311.3.4.2) The place and nature of the location of the skiing on the descents determines the jury.

19.4 (311.4) Marking Trail

19.4.1 (311.4.1) The markup of the track should be such that the athlete does not have doubts where the track is going. At the CC competitions, the color markup should be defined in the description of the track.

20 (312) Ski Racing Stadium

20.1.2 (312.1.2) The stadium must be a single functional object, separated and controlled where it is necessary, gates, fences and labeled zones. It must be prepared in such a way that:

- Athletes, representatives and staff teams, media representatives, viewers could easily reach their places;
- There was enough space for the competition of all formats.

20.2 (312.2) Start Zone

20.2.1 (312.2.1) The first 50 meters are the start zone. This zone can be divided into corridors. The amount, width and length of the corridors is determined by the jury in accordance with the competition format (see section in PSLG) and the stadium plan.

20.7.1 (312.7.1) In the competitions of the 1st category in the immediate vicinity of the stadium, controlled (with fencing or with direct control) zone should be arranged to prepare commands with lubricating cabins to prepare ski. 20.7.2 (312.7.2) Toilets must be installed for athletes near the stadium. It should be provided with convenient access from the start area.

20.8 (312.8) Tools for presenting current information

20.9 Additional conditions.

20.9.1 To serve the competition, the administration of the leased sports facility organizes the Commandant service.

20.9.2 The directorate of the sports facility signs an act on the readiness of the sports facility to competitions, to provide public order and security for athletes, judges, audiences and other persons in the area of \u200b\u200bthe sports facility during the competition.


21 (313) Applications for participation in Competitions

31.3.1 (326.3.1) No later than two hours before the meeting of representatives of the teams, a list of athletes participating in the competition should be converted to the organizer.

31.3.2 (326.3.2) The replacement is possible in accordance with paragraph 21.3 of PsLG.

31.3.3 (326.3.3) The replacement athlete must start at the same stage as the replaced athlete. Starting order in the team (in stages) is not subject to change.

31.3.4 (326.3.4) If the replacement athlete has been included in another command, the command from which the replacement occurred is not allowed to start.

31.3.5 (326.3.5) In case of replacement, the command loses its starting position and starts from the end of the site. Starting order at the end of the site is similar to the initial starting order. Initial starting positions are left empty.

31.4 (326.4) Starting order and start procedure

31.4.1 (326.4.1) The mass start procedure should be applied (paragraph 23.3 of PsLG).

34 (205) Rights and obligations of participants of the competition

34.1 (205.1) Competition participants are required to know and fulfill these rules and all additional jury instructions.

34.2 (205.2) Competition participants are prohibited from the use of doping (see Anti-Doping Rules FIS and Procedural Guides).

34.3 (205.3) Competition participants have the right to inform the jury about their comments to ensuring the safety of training and competitive trails.

34.4 (205.4) Athletes missing at the awards ceremony for a disrespectful reason are losing the right to the prize. In exceptional cases, an athlete may submit another member of his team, but it has no right to take a place on the podium.

34.5 (205.5) Athletes should behave correctly in relation to members of the Organizing Committee, officials of the competition, judges, volunteers, viewers and comply with the requirements of sports ethics.


35 (343) Responsibility of competitors

35.1 (343.1) In any situations during training and competitions, athletes should behave with due care, take into account the conditions of the route, the visibility and the possibility of accumulating other participants in the competition.

35.2 (343.2) In all situations during training and competitions, athletes should always move skiing towards the competitive route.

35.3 (343.3) Competition participants should follow the special instructions of the jury or the organizing committee in order to ensure order on the track, the stadium and in the team preparation zone before, during and after the competition (the opening time of the track, wearing breast numbers, training, ski testing, etc. ).

35.4 (343.4) The competitor must arrive at the start and start at the appointed time.

35.5 (343.5) Athletes are required to wear transponders or GPS devices if they are used in competitions.

35.9 (343.9) In all competitions, the creation of interference is prohibited. The creation of interference is considered intentional interference, blocking (when an athlete is not on the optimal trajectory), a blow or push any participant in the competition by any part of the body or ski equipment.

35.10.1 (343.10.1) In competitions with a separate start, an accepted athlete is obliged to give way to a skiing on her first requirement.

35.12.2 (343.12.2) Skis can be replaced only in the case of:
- breakdowns or damage to skis or fastening. The fact of damage to the inventory should be proved the jury after the competition.
- At competitions there should be a pit boxing boxes for the change of inventory.

35.12.3 (343.12.3) If a ski replacement is required, an athlete must implement it outside the route without help.

35.12.4 (343.12.4) In the races for long distances and in Skiathlon, athletes are allowed to replace ski in the pit boxes once or more. The maximum allowed amount of ski replacement is determined before the meeting of team representatives. This amount is determined by the length of the track and the circle and should not exceed:
- 3 times in competitions with long route up to 30 km,
- 5 times in competitions with a long route more than 30 km,
- 1 time in Skiathlon.

35.12.5 (343.12.5) If the pit boxes are provided for a ski replacement, then overtaking in the Pit-Boxing zone is allowed only from the far side from pit boxing.

35.12.6 (343.12.6) rubbing, scraping and cleaning skis during the competition is prohibited. Exception: In the classic style of athletes can clean their skis from snow and ice and lubricate them. Skiers are allowed to take tools or materials, clean and lubricate skis only outside the route and without assistance. It is forbidden to place equipment, tools and materials at a competitive track or next to it.

35.13 (343.13) Transmission of the relay

36 (344) Responsibilities of representatives and service personnel teams, coaches, judges and other persons

36.1 Representatives and service personnel of teams, coaches and other persons are obliged to know and comply with these Rules, as well as the requirements of the organizers of the competition, members of the jury, sports judges.

36.2 (344.1) If necessary, the jury can provide additional instructions before, during and after competitions to representatives and service personnel of teams, coaches, press and other persons who are not participants in the competition in order to ensure order at the stadium, on the highway and in the team preparation zone .

36.3 (344.2) The following rules apply to ensure the procedures and control on the tracks:
- In a period starting 5 minutes before the start and ending with the finishing of the last participant, representatives and service staff of teams, coaches, persons who are not participants in the competition, and other accredited persons do not have the right to move on skis on the highway. During the competition, these persons must stand outside the route without skiing;
- Representatives and service personnel of teams, coaches and other persons who inform athletes intermediate results and other information are not entitled to run more than 30 meters near athletes;
- At this time, the judges must ensure that the movement of athletes does not interfere;

36.4 (344.3) For optimal television lighting of competitions, as well as for safety reasons, some parts of the track can be closed to all persons other than athletes participating in the competition. Athletes and athletes who have special breast numbers can be kept skiing on these parts of the track.

36.5 (344.4) Testing skis and carrying out the workout at the competitive track is allowed to be carried out only in the direction provided for for the movement of athletes along the highway during the competition. Anyone who tests skiing on the track must take care of the safety of others and about the state of the trained route. During competitions or official training, ski testing on the track using electronic devices is prohibited.

Athletes, coaches, judges, representatives and serving staff of the teams are forbidden to bet on the result of the competition.


37 (223) Sanctions

37.1 (223.1) General

37.1.1 (223.1.1) Violations for which sanctions may be imposed and punished:

- or failure to indicate the jury or individual members (paragraph 38.2 PSLG)
- or unsporting behavior.

37.1.4 (223.1.4) All participants in the competition must accept and recognize these Rules of Competitions and sanctions for their violation, which applies to the right to appeal in accordance with these Rules and International Competition Rules (ICR).

37.2 (223.2) Scope of application

37.2.1 (223.2.1) Sanctions apply:
- to all persons, participants in the competition, both in the competition zone and in any zone related to the competition;
- To all other persons (viewers, etc.), located in the competition zone.

37.2.2 (200.6) Each sanction applied to the athlete, the coach or official is recognized by the Federation or the Organizing Committee.

37.3 (223.3) Punishment

38 (224) Procedural Guide

38.1 (224.1) jury competence
The jury has the right at the competition site to impose the sanctions mentioned above by the solution of most votes. In the event of equality of votes, the decisive voice has the chairman of the jury.

38.2 (224.2) In the competition zone, especially in the training and competitive period, each member of the jury, who has the right to vote, is authorized to make oral warnings and refund accreditation to the current competition.

38.3 (224.3) Collective violations
If several persons made the same violation at one time and under the same circumstances, the jury applies the same punishment to them. In a written decision, the names of all violators and punishment for each of them should be indicated. The solution must be brought to each intruder.

38.4 (224.4) Restriction
Sanctions are not applied to the violator if the procedures for punishment were not started within 72 hours from the moment of violation.

38.5 (224.5) Each person who witnesses the commission is obliged to testify at the request of the jury, and the jury is obliged to consider all the testimony of witnesses.

38.6 (224.6) The jury can confiscate items that could be used in violating the rules for the use of inventory.

38.7 (224.7) Before making a punishment (with the exception of prevention and recalling accreditation in accordance with paragraphs 37.5, 38.2 PsLG), the person accused of violating should be able to submit oral or written explanations in its protection on hearing in his case.

38.8 (224.8) All the solutions of the jury are taken out in writing and must contain:

38.8.1 (224.8.1) Description of the perfect violation;

38.8.2 (224.8.2) evidence of the commission;

38.8.4 (224.8.4) Assigned to the sentence.

38.8.5 (224.9) The submitted punishment must comply with the level of violation. When punishing the jury must take into account all mitigating and aggravating circumstances.


39 (351) Athletes not allowed to start

39.1 Athletes not allowed to start
At any competition, the participant who is not allowed to start.

39.1.1 (351.1) - wears clothes or inventory with obscene words and / or symbols (paragraph 2.7 of PSLG) or demonstrates an unworthy athlete behavior in the starting zone (paragraph 34.5 of PSLG);

39.1.2 (351.2) - violates these rules regarding the inventory (paragraph 7 of PSLG) and commercial labeling (paragraph 3 of PSLG);

39.1.3 (351.3) - refuses to pass the appointed medical examination (paragraph 221.2 ICR).

39.1.4 (351.4) If it turns out that the athlete who has already started violated the rules, the jury is obliged to punish an athlete.

39.2 (352.1) The procedure for imposing sanctions
In case of violation of the rules, members of the jury must be met and make a decision on the application of one or another sanction, taking into account:
- specific circumstances;
- the advantage of the athlete violating rule (paragraph 37.3.3 of PSLG);
- negative consequences for other competitors;
- influence on the final result or intermediate results (spinning race or bonus sprints);
- the arguments of the athlete itself (paragraph 38.7 of PSLG);
- level of competition;
- age and experience of competitors;
- Guides for the jury published on the Federation's website.

39.3 (352.2) Disqualification

39.3.1 (352.2.1) Disqualification is applied only in the case of serious disorders and disorders that have evident influence on the final result of the competition.

39.3.2 (352.2.2) In addition, the athlete is automatically disqualified if it:
- takes part in competitions on false grounds;
- threatens the safety of people or preservation of property or cause injury or damage;

    VI. Requirements for participants and conditions for their admission

    Teams of students of sports schools of St. Petersburg in the ski races of births are allowed to participate in the competition.

    As part of the team 10 people (5 young men and 5 girls). From one institution to participate in competitions allowed an unlimited number of teams.

    Teams participating in competitions need to have a sport form, the corresponding sport skiing ski races, breast numbers, inventory required for this sport (skis, ski sticks and boots).

    Teams are allowed for competitions in accordance with submitted applications.

    IX. Ensuring the safety of participants
