I. General provisions

1. These requirements for the content of the program of special training for controllers-managers (hereinafter referred to as the Requirements) have been developed in accordance with Part 7.1 of Article 20 of the Federal Law of December 4, 2007 No. 329-FZ "On Physical Culture and Sports in the Russian Federation" (Collection legislation of the Russian Federation, 2007, No. 50, Art. 6242; 2010, No. 19, Art. 2290; 2012, No. 53 (Part I), Art. 7582; 2013, No. 23, Art. 2866; No. 30 (Part I). I), Art. 4025; 2015, No. 1 (part I), Art. 43; No. 27, Art. 3995) (hereinafter - Federal Law No. 329-FZ).

2. The program of special training for controllers-managers (hereinafter referred to as the Program) must contain the sections provided for by the Requirements, including their thematic plans that determine the sequence of passing special training.

3. The Program is accompanied by an explanatory note, including:

purpose of the Program;

goals and objectives of special training;

a list of the basic skills and abilities acquired by controllers-managers during special training;

scroll teaching aids and the technical means necessary for the special training of controllers-managers.

4. The program is aimed at acquiring the necessary skills and abilities in order to ensure public order and public safety during official sporting events.

5. All-Russian sports federations develop and approve the Program, taking into account the Requirements, the specifics of holding official sports competitions (hereinafter referred to as the competition) in the corresponding type (s) of sports at various sports facilities or in the venues of competitions.

7. Thematic plan The program "Regulatory Regulation of Safety and Public Order Protection" includes special training on the following topics:

7.1. Theoretical training:

normative legal regulation of ensuring safety and public order during official sports competitions;

organizing and conducting physical education activities, sporting events according to article 20 of Federal Law No. 329-FZ;

8. Thematic plan of the Program "Psychological Training" includes the passage of special training on the following topics:

8.1. Key competencies of supervisors, stress management:

8.1.1. Theoretical training:

communication and influence: skills of active listening, skills of influence and working with objections;

leadership qualities: critical to the result, responsibility for the supervised area, determination, persistence in solving difficult situations;

psychological aspects of observation, visual diagnostics of objects of observation;

psychological characteristics of checking entrance tickets or documents replacing them, admitting spectators to sports facilities and competition venues.

8.2. Features of the behavior of spectators at competitions.

8.2.1. Theoretical training:

behavior of controllers-managers in extreme and conflict situations;

crowd psychology, especially the emotional state in the crowd;

ways to avoid unwanted psychological impact crowds;

principles of rationalization and measures to prevent antisocial behavior of the fan;

reducing tension among fans;

experience of other countries in preventing anti-social behavior of fans.

8.3. Practical training:

viewing and discussion of video materials on crowd behavior;

modeling of conflict situations, playing and discussion.

9. The thematic plan of the Program "Fundamentals of Interaction with Special Services" includes special training on the following topics:

9.1. Actions of controllers-administrators before the provision of medical care:

9.1.1. Theoretical training:

organizational and legal aspects of first aid. Providing first psychological aid to victims;

acceptable types of assistance to victims. Inspection of the scene. An ambulance call.

9.2. Fundamentals of fire safety, actions of controllers in emergency situations:

9.2.1. Theoretical training:

the procedure for interaction with employees of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of the Consequences of Natural Disasters;

the rights and obligations of citizens in the field of fire safety, provided for in Article 34 of the Federal Law of December 21, 1994, No. 69-FZ "On Fire Safety" (Collected Legislation of the Russian Federation, 1994, No. 35, Art. 3649; 2004, No. 35, Art. . 3607);

types of pyrotechnic products, methods of extinguishing them, as well as taking feasible measures to save people, property and extinguish fires;

9.3. Interaction with law enforcement officials:

organizational and legal aspects of interaction with law enforcement officers.

9.3.2. Practical training:

implementation of interaction of controllers-managers with law enforcement officers.

10. The thematic plan of the Specialized Training Program includes special training on the following topics:

10.1. Fundamentals of logistics for various sports facilities and competition venues:

10.1.1. Theoretical training:

basics of knowledge about the specifics of holding competitions in sports;

the basics of logistics for various sports facilities or competition venues;

access zones, the basic principles of dividing spectators' locations into access zones, taking into account the peculiarities of the location of zones by sport, the location of special services.

10.2. The functional responsibilities of the stewardship controllers, taking into account the peculiarities of the sport:

10.2.1. Theoretical training:

features of the organization of work during competitions at sports facilities and at the venues of competitions;

organization and implementation of work during preparation, during and after the end of the competition;

10.2.2. Practical training:

inspecting the area of \u200b\u200bresponsibility before the start of the time of admission for spectators;

conducting a personal examination of citizens and examination of the things with them;

organization of the movement of spectators after the end of the competition;

Document overview

To ensure public order and safety during official sports competitions, the organizers of the competition and (or) the owners, users of sports facilities may involve controllers-managers. Requirements have been established for the content of the special training program for inspectors.

The program is developed and approved by the All-Russian Sports Federation. It includes theoretical and practical training in the following sections: legal regulation of security and public order protection; psychological preparation; fundamentals of interaction with special services; specialized training. The final certification is also provided.

In accordance with ФЗ-192 dated July 23, 2013, starting from January 20, 2014, a new concept was introduced: controller - steward (in FIFA terminology - steward).

Under controller-manager means an individual who has undergone special training in the manner determined by the Ministry of Sports of Russia, and who is involved on a contractual basis to ensure public order and public safety (see clause 3. 4 N 329-FZ "On physical culture and sports in the Russian Federation" ).

Controllers-administrators by the same law very broad powers have been granted: starting from the implementation, together with an officer of the Internal Affairs Department (police), of a personal search of citizens and examination of things with him, to the suppression of illegal actions of spectators, etc.

The powers, of course, are not the same as those of the police, but they are not the same as those of the guards (Article 20.2. ФЗ-329, read\u003e).

According to the powers, duties are also prescribed in the law. In one word in everyday life introduced completely new figure with status... It is clear that this is not the police either, but it is clearly not a private security guard either. Although you cannot call it a volunteer (since the controller-manager works under a contract, that is, for a fee). Only it is not entirely clear why it was necessary to fence the garden, if the private security guards of the ChOO could successfully cope with this task? Perhaps for the sake of FIFA requirements?

So who are these controllers - managers?

And according to preliminary calculations, their number for the period of the 2018 World Cup can be up to 10,000 people! And this involvement of healthy and working people in security functions will cost a lot.We decided to look critically at the procedure for special training of controllers-managers and the requirements for them.

By order of the Ministry of Sports of Russia dated April 14, 2014 No. 234 (read\u003e) approved The procedure for passing special training for controllers-managersto ensure public order and public safety during an official sports competition (hereinafter referred to as the Procedure).

This document is of great practical importance. The quality of special training and the effectiveness of the activities of controllers-stewards will largely determine the order and level of safety at the stadiums.

At the same time, in the course of the analysis and practical study of this Procedure, our readers and experts had questions and complaints about its content.

1. In paragraph 2The order says that special training of controllers-administrators is carried out by all-Russian sports federations and regional sports federations.

What specific federations carry out and plan to carry out such training independently and do they have the appropriate licenses for educational activities?

2. Clause 3 The order provides for the possibility of special training of controllers-managers “by contacting organizations that train controllers-managers and (or) provide services to ensure order in places of mass events.

In paragraph 10 The order states that citizens who have received a document confirming the passage of special training of controllers-managers, as well as a certificate of the controller-manager, have the right to be involved on a contractual basis to ensure public order and public safety during an official sports competition in all sports.

1. General Provisions

1.1. The guest service controller is a professional.
1.2. A person who has reached the age of 18 years and has a secondary general education and has been trained in special training programs for controllers for ensuring public order and public safety during official sports competitions is accepted for the position of controller-manager for guest services.
1.3. A person is allowed to work specified in clause 1.2 of this instruction:
1) having the citizenship of the Russian Federation;

Special training of controllers-managers is carried out on the basis of agreements on the delegation of rights with the RFU, FHR and FHMR according to programs approved by these all-Russian sports federations.

Event Safety teachers have extensive experience in conducting special training for controllers-managers, including in various regions of the Russian Federation, and also meet the requirements established by order of the Ministry of Sports of the Russian Federation No. 997 “On approval of requirements for organizations that provide special training for controllers-managers and ( or) issuance and registration of certificates of controllers-administrators "dated October 30, 2015 and by order of the Ministry of Sports of the Russian Federation No. 1327" On amendments to the order of the Ministry of Sports of the Russian Federation dated October 30, 2015 No. 997 "On approval of requirements for organizations implementing special training of controllers-managers and (or) the issuance and registration of certificates of controllers-managers ”dated December 22, 2016, and have certificates of participation in seminars for specialists on the training of controllers-managers held by UEFA and RFU.

PROCEDURE FOR ISSUANCE AND ACCOUNTING OF CERTIFICATES OF DISTRIBUTING CONTROLLERS

The certificate of the controller-manager (hereinafter referred to as the Certificate) confirms the right of the controller-managers to take measures in accordance with the legislation of the Russian Federation to ensure public order and public safety during official sports competitions. The certificate is issued by an all-Russian sports federation or an organization that provides special training for controllers-managers under an agreement with such a federation (hereinafter - the Organization), within 10 working days after citizens undergo special training for controllers-managers and final certification, as well as they receive a document confirming the passage such training.

If the Certificate is issued by the Organization, a copy of such Certificate is sent to the All-Russian Sports Federation within 10 working days from the date of its issue. To issue the Certificate, the controller-manager submits a color photograph 3.5 × 4.5 cm to the All-Russian Sports Federation or Organization.

The certificate is issued to the controller-manager or his authorized representative on the basis of a power of attorney drawn up in the manner prescribed by the legislation of the Russian Federation (hereinafter referred to as the Power of Attorney). In order to obtain the Identity Card, the controller-managing director presents an identity document. In case of receipt of the Certificate by the authorized representative of the controller-manager, in addition to the identity document, the Power of Attorney is submitted.

In case of loss or damage of the Certificate, the controller-manager is issued a duplicate of the Certificate. To obtain a duplicate of the Certificate, the managing controller must:

  • submit to the Organization an application for a duplicate of the Certificate, indicating the circumstances of its loss or damage;
  • submit to the Organization the Certificate (in case of its damage);
  • submit to the Organization a color photograph 3.5 × 4.5 cm.

An application for the issuance of a duplicate of the Certificate is submitted in its original copy and signed personally by the controller-manager. A duplicate of the Certificate is issued to the controller-manager or his authorized representative within 15 working days from the date of receipt by the Organization of the application for issuance of such a duplicate.

All-Russian sports federations keep records of issued Certificates in the logbook for issuing Identities (hereinafter - the Logbook) on paper and (or) in electronic form in accordance with the requirements of the legislation of the Russian Federation in the field of personal data.

The log book must be stitched, the sheets are numbered, the information on the number of sheets is certified by the signature of the head of the All-Russian sports federation (of the person performing his duties) and the seal of the All-Russian Sports Federation. The logbook is kept in the All-Russian Sports Federation.
