22. This Decree comes into force from the day of its official publication.

In connection with the threats faced not only by Russia, but also by other countries organizing large-scale sports events on their territory, measures of this nature have their own justification. The fact is that in the context of countering international terrorist and extremist organizations, such events as the Confederations Cup and the World Cup, by definition, should be held primarily at the highest level of security. But after all sports knows many cases when terrorists targeted big tournaments as the targets of their attacks. Not so long ago, Parisians faced an attack on a sports facility (Stade de France). The terrorist, fortunately, failed to carry the explosive device into the stadium itself, but the power of the improvised bomb was such that during the explosion outside sports facility noise and hum could be heard even against the background of incessant fans in the stands.

The recent European Championship in France showed what sports competitions turn into if unlimited access to alcohol is not blocked for fans. Fights with the participation of English football fans, pumped up with alcohol, have become a kind of "calling card" of the French tournament. Therefore, the decision on restrictive measures for the sale of alcoholic beverages in the host cities football tournaments in Russia looks like a necessary measure. The tournament should be held in a civilized manner and will be remembered for the bright football moments on the field, but not for the “piggy” behavior of individual fans.

An important solution is to control the movements of vehicles and aircraft. The fact is that the modern facets of terrorism are not limited to the use of weapons and explosives. Recent attacks in Nice, Berlin and Jerusalem have shown that attackers are ready to use trucks as a weapon of terrorism. In this regard, transport safety is one of the components that are rightly indicated in the draft presidential decree.

SAINT PETERSBURG, June 16. / TASS /. The tourist flow to St. Petersburg in the next five years can grow by 15-20% under the influence of the Confederations Cup and the 2018 FIFA World Cup held in the city. This opinion was expressed by Andrey Mushkarev, chairman of the city's tourism development committee, in response to a TASS question.

"If St. Petersburg manages to appear before fans and journalists in a positive light, as a tourist, cultural, sports capital of Russia, then the effect will be very positive: we expect that the growth of the tourist flow may increase by 15-20% after the championship is held in the next five years, - said Mushkarev. - If this is not done, then the effect may be the opposite: the tourist flow may decrease, because those tourists who did not come for football, finding themselves in a situation that the hotel infrastructure is ineffective and so on, may not return. " ...

Tourist effect

According to experts from the St. Petersburg tourism industry, the Confederations Cup can provide the northern capital with a 10% increase in tourist traffic, but not instantly, but in the long term, by increasing the recognition of the city. Sports activities considered as an important part of event tourism, which should attract new flows of tourists to the city - major competitions increase the visibility of the city, as well as of the country as a whole, at the international level.

The city committee for tourism development noted that along with the direct benefits from the Cup - ticket sales, TV broadcasting rights, advertising, souvenir and other trade, the city will also receive indirect benefits. "This is an increase in hotel occupancy, the opening of new companies dealing with the needs of the stadium, the supply of food and drinks, the production of merchandise," the committee explained.

Among the indirect effects, the revival of business activity in general, an improvement in the image, an improvement in sporting achievements and etc.

Readiness 200%

Mushkarev stressed that "the hospitality industry of St. Petersburg is ready to host the Cup not even 100, but 200%, the FIFA requirements that were imposed on hotel complex, exceeded 2.5 times. "The hotel rooms provided to the participants of the Cup, according to the head of the committee," are equipped with the highest safety requirements, which are even higher than the classic FIFA requirements. "

According to the committee, the situation with hotels in St. Petersburg is assessed as the most favorable, including due to the classification of hotels: before the Confederations Cup in St. Petersburg, 845 hotels with a total fund of 33 thousand rooms were classified. For the needs of FIFA, 12 thousand rooms were provided, including in new hotels, opened in 2016.

Catering enterprises also underwent training: for the employees of about 600 St. Petersburg cafes and restaurants located near the venues of games and training, centralized trainings were held to prepare them for work during the Confederations Cup and the 2018 World Cup. The National Culinary Association plans to develop a special menu for the championship in order to acquaint the guests of the city with Russian gastronomic traditions.

Tours in 25 languages

To help "football" tourists, a unified fan support service has been created. Information about interesting events taking place in St. Petersburg during the Cup days can be obtained from 12 city tourist information centers, as well as from the consultants of the new St. Petersburg service "I know the city", who move along the central streets on segways.

The tour guides of St. Petersburg offer services to the guests of the Confederations Cup in 25 languages, and the official tourist portal of the northern capital VisitPetersburg works in 15 languages, offering not only detailed information, but also the opportunity to form an individual tour depending on the personal preferences of the tourist. Tourist routes around the city for 2-3 hours have been prepared especially for the fans.

"Tourists must return"

In general, Mushkarev noted, the main efforts of the St. Petersburg tourism industry will be aimed at ensuring that "football" tourists return to the city after the competition is over. “We do not expect an increase in the number of tourists, because hotel occupancy last year was 96%, - he said. - We expect some kind of qualitative change in the roster, because mostly fans will go, they go to cheer for their own team. so that these tourists return to St. Petersburg. "

In 2015 and 2016, St. Petersburg received 6.5 and 6.9 million Russian and foreign tourists, respectively, which became an absolute record in the entire history of Russian tourism. The city was recognized as the best tourist destination in Russia and Europe and received several prestigious international awards in the field of tourism.

Russian President Vladimir Putin signed a decree on enhanced security measures to be in effect during the 2018 FIFA World Cup and football cup confederations in the summer of 2017. During these competitions in the territories of the cities and regions where they will be held, the following restrictions are introduced:
