1. In Russian Federation The following sports titles are established:

1) master of sports of Russia international class;

2) master of sports of Russia;

3) grandmaster of Russia.

2. The following sports categories are established in the Russian Federation:

1) candidate master of sports;

4) the third sports category;

5) the first youth sports category;

6) second youth sports category;

3. The following qualification categories of sports referees are established in the Russian Federation:

1) sports referee of the all-Russian category;

5) young sports referee.

4. The Unified All-Russian Sports Classification establishes the norms and requirements, the fulfillment of which is necessary for the assignment of the appropriate sports titles and sports categories for the sports included in the All-Russian Register of Sports, as well as the conditions for fulfilling these norms and requirements. The Regulation on the Unified All-Russian Sports Classification determines the content of these norms, requirements and conditions, and also establishes the procedure for conferring, depriving, restoring sports titles and sports categories according to various types sports.

4.1. 9. For individuals with outstanding achievements and special merit before the Russian Federation in the field of physical culture and sports, honorary sports titles are established. The regulation on awarding honorary sports titles is approved by the federal executive body in the field of physical culture and sports.

10. Sports titles and sports categories for national sports, the content of the norms, requirements and conditions for their assignment, the procedure for their assignment are established by the executive authorities in the field of physical culture and sports of the constituent entities of the Russian Federation in whose territories the development of national sports is carried out. The state authorities of the constituent entities of the Russian Federation, in whose territories the development of national sports is carried out, may establish honorary sports titles for these sports. 11. 13. The procedure for assigning the qualification categories of coaches and the qualification requirements for the assignment of the relevant categories are established by the federal executive body in the field of physical culture and sports.

14. Coaches are assigned the following qualification categories:

1) a coach of the highest qualification category and a coach of the first qualification category - to coaches operating in organizations in respect of which the federal executive body in the field of physical culture and sports exercises the functions and powers of the founder; a coach of the highest qualification category - to coaches operating in organizations in respect of which the functions and powers of the founder are carried out by other federal executive bodies. These categories are assigned by the federal executive body in the field of physical culture and sports;

2) a coach of the first qualification category - to coaches who carry out their activities in organizations in respect of which other federal executive bodies exercise the functions and powers of the founder. The specified category is assigned by such bodies;

3) a coach of the highest qualification category and a coach of the first qualification category - to coaches who carry out their activities in organizations in respect of which the federal executive authorities do not exercise the functions and powers of the founder. These categories are assigned by the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports;

ABOUT JUDGES AND THE PROCEDURE FOR ASSIGNING JUDGING CATEGORIES IN CLIMBING

1. General Provisions

This provision regulates the requirements and procedure for assigning judicial categories, the rights and obligations of judges. The procedure and classification requirements for the assignment of international judging categories in rock climbing are established by the International Federation sport climbing(IFSC).

2. Classification of sport judges

The following qualification categories of sports referees are established:

a) sports referee of the All-Russian category;

b) sports referee of the first category;

e) junior sports referee.

3. The procedure for assigning referee categories in sports

3.1. Qualification categories, starting with the third, are assigned sequentially (third, second, first, all-Russian).

3.4. The qualification category "Sports referee of the second category" is assigned to citizens of the Russian Federation who have the category of "Sports referee of the third category", the practice of refereeing competitions at the municipal level and the subject of the Russian Federation, but not earlier than one year after the assignment of the third qualification category.


3.5. The qualification category "Sports referee of the first category" is assigned to citizens of the Russian Federation who have the category of "Sports referee of the second category", the practice of judging competitions at the municipal level and the subject of the Russian Federation, but not earlier than two years from the date of assignment of the second qualification category.

3.6. The qualification categories "Junior sports referee", "Sports referee of the third category", "Sports referee of the second category", "Sports referee of the first category" are assigned to citizens by the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports at their place of residence.

3.7. The qualification category "Sports referee of the All-Russian category" is assigned by Rossport on the proposal of the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports, agreed with the Russian Rock Climbing Federation. Candidates are coordinated with the All-Russian Board of Climbing Judges.

4. Qualification requirements for rock climbing judges for the assignment of the relevant judicial categories

4.1. To obtain the right to assign the judicial category “Junior Sports Judge”, the applicant must:

    listen to a training judicial seminar; complete an internship at least two competitions; pass the test of the qualification commission on knowledge of the rules for conducting rock climbing competitions.

4.2. To obtain the right to assign the category “sports referee of the third category”, the applicant must:

    listen to a training judicial seminar; complete an internship at least two competitions in different types; pass the test of the qualification commission on knowledge of the rules for holding rock climbing competitions; have the practice of refereeing seven competitions in various positions, including as a referee in isolation and transit zones, as well as an assistant to the chief secretary with a rating of at least “good”.
    listen to a training judicial seminar; pass the examination of the qualification commission on knowledge of the Rules of the competition and on ensuring the safety of participants and spectators of the competition; after assigning the category “sports judge of the third category”, have at least one year of refereeing experience and the practice of refereeing six competitions not lower than the city scale in at least three different positions, at least two times in each of the events with a rating of at least “good”.
    have a refereeing experience of at least two years after being assigned the second category and the practice of refereeing five competitions not lower than the city scale as the chief judge, chief secretary, deputy chief judge for type in competitions of I-II levels, or as a judge on the track, secretary, insurer at all-Russian youth competitions with a mark not lower than “good”; hold at least two pre-competition referee seminars for referees of competitions not lower than the city scale.
    have the practice of sports refereeing competitions in the constituent entities of the Russian Federation and all-Russian competitions with a positive assessment for at least two years from the date of assignment of the category "Sports referee of the first category"; repeatedly during each year of sports refereeing to participate in refereeing competitions at the municipal level and have refereeing experience in various sports refereeing positions; conduct methodological work; have the following practice of sports refereeing:

a) at least three competitions of I and II levels as a deputy chief judge or chief secretary in all events with a mark not lower than “good”;

b) at least five competitions of I and II levels as a judge on the track, starter, insurer and All-Russian youth competitions as a deputy. chief judge by type, chief secretary or deputy. chief referee for tracks;

4.6. "Sports referee of the All-Russian category" must undergo re-certification to confirm his qualification category. Recertification is carried out by the All-Russian Board of Climbing Judges.

4.7. For sports referees of the All-Russian category, the following requirements are established for recertification:

Recertification is carried out once every two years;

Recertification includes theoretical credit and practical part(participation in judging sports competitions between recertifications).

4.8. Sports judges of the All-Russian category once every four years must undergo advanced training on the basis of higher educational institutions of a sports orientation.

5. Climbing panel of judges

5.1. Judges are organized into a panel of judges according to their affiliation with a sports organization, club, city or regional federation, regional branch of the Russian Rock Climbing Federation.

5.2. Panel of judges:

    provides competitions with judges of appropriate qualification; prepares and conducts seminars for judges; conducts work on advanced training and certification of judges; keeps records of the work of judges in competitions.

5.3. The direct management of the regional collegium of judges is carried out by the Presidium (Council) of the collegium of judges headed by the Chairman.

5.4. The panel of judges created for the competitions is headed by the Main panel of judges, which includes:

    main judge; deputy chief judges; chief secretary.

6. The procedure for the formation of the main judging panels of the competition

6.1. The main judging boards of competitions I, II levels must consist of judges not lower than the first category. The composition of the panel of judges is formed and approved by the All-Russian panel of judges, taking into account the proposals of the regional panels of judges.

The composition of the main judging panels of competitions III-V levels is formed and approved by the regional panels of judges.

6.2. The list of duties and powers of judges is given in the Rules of Climbing Competitions approved by Rossport.

7. General rights and obligations of a sports referee

7.1. The sports referee has the right:

    in accordance with their qualifications, judicial specialization and category, judge competitions, wear a judicial badge, as well as a judicial emblem and judicial uniform; conduct seminars and briefings on behalf of the relevant collegiums of judges; apply for the removal of the penalty and the issuance of a duplicate certificate; apply for an increase in the qualification category in accordance with the qualification requirements.

7.2. The sports referee must:

    know the Rules of the competition and the Regulations on the competition, strictly comply with their requirements, master the methodology of refereeing and correctly apply it in practice; carry out refereeing in a qualified and impartial manner, excluding errors that may lead to a distortion of the results of the competition, objectively and timely resolve issues arising during the competition; be an example of high culture and organization, resolutely fight against manifestations of rudeness, indiscipline, violations of the competition rules and behavior on the part of participants, coaches, representatives and spectators; improve the level of sports refereeing qualifications, transfer knowledge and experience to other referees, work to promote sports, have regular practice judging sports competitions at various levels; upon deprivation of the qualification category, return the sports referee book (certificate) and the badge to the sports organization that issued them.

8. Encouragement of sports referees

For the active and impeccable performance of refereeing duties, the following incentives are established for sports referees:

    awarding diplomas (diplomas), memorable souvenirs (prizes), established by organizations conducting sports competitions; submission for assignment of the next judicial category; presentation for the awarding of honorary sports badges.

9. Penalties imposed on sports referees

9.1. For non-fulfillment (bad-faith fulfillment) of judicial duties or other violations, the following penalties may be applied to sports referees:

    reprimand, demotion in a judicial position at competitions, removal from refereeing a competition, disqualification with the establishment of its validity period, deprivation (reduction) of a judicial category.

9.2. Violations committed by sports referees are considered by the relevant panels of referees.

10. Accounting for sports referees

10.1. Sports judges are registered in the boards of judges organized according to their affiliation with sports organizations, clubs, federations, unions, regional branches of the FSR.

10.2. Accounting for information about the qualifications and participation of a judge in seminars, passing tests, refereeing competitions is carried out in a sports organization in which the judge is registered.

11. International activities of sports referees

11.2. Only sports judges of the All-Russian category can be recommended for assignment of international categories.

1. GENERAL PROVISIONS

This Regulation has been developed in accordance with the Order of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation dated November 27, 2008 No. N 56, and regulates the conditions and procedure for assigning judicial categories, the rights and obligations of sports referees in karate.

Refereeing of sports competitions is an honorable and responsible activity.

Sports judges can be citizens of the Russian Federation who have the appropriate training, who have expressed a desire to take part in refereeing competitions.

Basic concepts:

Sports -“the sphere of socio-cultural activity as a set of sports that has developed in the form of competitions and special practice of preparing a person for them” (Federal Law of December 4, 2007 N 329-FZ).

Kind of sport- a part of sports that is recognized in accordance with the requirements of this Federal Law as a separate sphere of public relations, which has the relevant rules approved in the manner established by this Federal Law, the training environment used Sports Equipment(excluding protective equipment) and equipment;

Program type- a sports competition in a certain sport or one of its disciplines, as a result of which places and (or) medals are distributed among the participants in a sports competition;

Sports discipline- sports discipline - a part of a sport that has distinctive features and includes one or more types, programs of sports competitions; (KUMITE - sports fights, KATA - technical complexes).

sports referee- an individual authorized by the organizer of a sports competition to ensure compliance with the rules of the sport and the regulations (regulations) on the sports competition, who has undergone special training and received the appropriate qualification category, who is entitled to material compensation, including monetary compensation, for refereeing competitions.

2. Procedure and conditions for awarding qualification categories

"Sports referee of the first category", "Sports referee

2.1.1. young sports referee;

2.1.2. sports referee of the 3rd category;

2.1.3. sports referee of the 2nd category;

2.1.4. sports referee of the 1st category;

2.1.5. sports judge of the all-Russian category (judge, referee).

2.3. Judicial categories are assigned to persons who have fulfilled the conditions for assigning the corresponding judicial category. The fulfillment of the conditions means passing the exam, which includes the theoretical and practical parts, as well as the practice of refereeing competitions.

2.4 Conditions for assigning referee categories:

2.4.1 "young sports referee"- is assigned to persons from the age of 14 who have undergone appropriate training, passed the exam and have the practice of refereeing competitions in a sport.

Upon reaching the "young judge" of sixteen years, subject to regular participation in judging competitions (at least in 3 competitions of any level during the year), he is assigned the 3rd referee category.

2.4.3. 2nd category- assigned to judges from the age of 18 who have undergone appropriate training, passed the exam and have the practice of judging city and (or) regional competitions, as well as competitions of the constituent entities of the Russian Federation (in accordance with the qualification requirements for karate judges), but not earlier than one year after assignment of the 3rd category.

Subject to passing the theoretical exam with a positive result - at least 60 percent.

Recertification for the 2nd category is carried out at least once every 2 years.

Recertification includes a theoretical test and a practical part (participation in refereeing competitions over the past period).

2.4.4. 1st category- assigned to judges from the age of 21 who have undergone appropriate training, passed the exam and have the practice of judging competitions in the constituent entities of the Russian Federation, as well as competitions federal districts(in accordance with the qualification requirements for karate judges), but not earlier than 2 years after the assignment of the 2nd category.

Subject to passing the theoretical exam with a positive result - at least 75 percent.

The presence in the attestation commission of at least one member of the Judicial Committee of the Russian Karate Federation.

2.4.5. All-Russian category- is assigned to judges from the age of 24 who have undergone appropriate training, passed the exam and have the practice of judging competitions in the constituent entities of the Russian Federation, as well as competitions in federal districts, All-Russian competitions(in accordance with the qualification requirements for karate judges), but not earlier than 2 years after the assignment of the 1st category.

Subject to passing the theoretical exam with a positive result - at least 80 percent for the qualification category - "Judge of the All-Russian category";

Subject to passing the theoretical exam with a positive result - at least 90 percent for the qualification category - "referee of the All-Russian category", but not earlier than 2 years after the assignment of "judge of the All-Russian category".

The exam for the All-Russian category is taken by the Judicial Committee of the Russian Karate Federation. Judges of the 1st category, passing the All-Russian attestation seminar, submit the application of the regional federation and the record of judicial work for the last 2 years, agreed with the member of the SC responsible for this district.

2.4.6. In case of any deviation from the specified requirements, the assignment of judicial categories is not allowed.

2.5. Recertification is carried out at least once every 2 years.

Recertification includes a theoretical exam and a practical part, including practical exam and participation in judging competitions for the past period.

2.6. For judges of the All-Russian category, regularly participating for 2 years in judging the Championships of Russia, the Championships of Russia among cadets and juniors and the Championships of Russia among children, it is allowed to pass only the WKF theoretical test to confirm the current category at the official Championships and Championships of Russia in karate.

2.7. After two years from the date of the last attestation, it is only possible to confirm the current category for another year.

In the absence of attestation for more than 3 years, there is a gradual decrease in the category by 1 degree annually.

2.8. For judges in KATA, it is obligatory to fulfill the technical standard for one of the basic styles karate (WKF).

2.9. Requirements for the inclusion of judges in the composition of the main judiciary boards

depending on the rank of the competition:

For competitions at the regional level (Championship, Cup and Championships of the constituent entities of the Russian Federation) - not lower than the 1st category;

For competitions of interregional and all-Russian level(Championship, Cup and Championships) - not lower than the All-Russian category.

2.10. The main panel of judges of the competitions included in the Unified Calendar Plan of the Russian Karate Federation is approved by the Judicial Committee of the FKR.

2.11. The procedure and conditions for expanding judicial specialization - karate judges undergo a separate certification in the sports disciplines of KATA and KUMITE.

2.12. Functional duties for judging positions existing in the sport of karate: Judge Secretary, Judge for KATA, Judge for KUMITE, Referee for KUMITE, Arbiter (controller of the fight), Protocol Controller, Chief Judge of the site (Tatami Manager), Deputy Chief Secretary, Chief secretary, deputy chief judge, chief judge of the competition.

2.13. Nomination of candidates for the assignment of an international category (EKF, WKF)

is carried out by the Russian Karate Federation with the approval of the Referee Committee of the FKR from among judges with the qualification category “referee of the All-Russian category”, but not earlier than 2 years after the assignment of the latter.

3. REGIONAL REFEREE COMMITTEE (RCC)

3.1. The Regional Judicial Committee (RCC) is responsible for the training of judges of the regional karate federation, for maintaining high level refereeing and correct application of the Rules.

3.2. The RSC is formed from among the most experienced and qualified judges with the All-Russian and international category. Judges with the first judicial category may be included in the RSC with the right to consultative vote. The composition of the RSC is at least 3 people.

3.3. The composition of the Regional Referee Committee is approved by the Referee Committee of the FKR on the proposal of the Regional Karate Federation.

3.4. The RSK maintains a record of the refereeing work of judges of the regional karate federation.

3.5. The RSC determines the period of disqualification in cases of SHIKKAKU at regional competitions and below.

3.6. The RSK makes decisions on expulsion from the judging corps of the regional karate federation for violations of moral and ethical standards and the commission of actions that are contrary to the spirit and honor of karate-do.

3.7. The RSK ensures the organization and conduct of educational, methodological and attestation judicial seminars of the regional karate federation. The regional karate federation is responsible for holding seminars.

3.8. To conduct educational, methodological and attestation judicial seminars, the RSC has the right to create a regional attestation judicial commission.

3.9. The composition of the regional attestation judicial commission includes judges from among the most experienced and qualified judges of the All-Russian and international category.

The commission, which includes a member of the Judicial Committee of the Karate Federation of Russia, has the right to conduct qualification tests and attestation for the 1st judging category in karate.

3.10. Certified judges from other regions who have an All-Russian and international category may be involved in the commission.

3.11. Assignment of judicial categories is carried out by the executive authority of the subject of the Russian Federation in the field of physical culture and sports at the place of residence on the proposal of the regional karate federation.

3.12. The assignment of the All-Russian category is carried out by the Ministry of Sports of the Russian Federation on the proposal of the executive authority of the subject of the Russian Federation in the field of physical culture and sports at the place of residence.

4. RIGHTS AND OBLIGATIONS OF A SPORTS REFEREE

4.1. The sports referee has the right:

4.1.1. in accordance with their qualifications, specialization and referee category, judge competitions, wear a referee badge.

4.1.2. conduct seminars and briefings on behalf of the respective federations.

4.1.3. in accordance with the established procedure, be included or elected to the governing and working bodies of federations (unions, associations);

4.1.4. apply for the removal of penalties, the issuance of a duplicate certificate;

4.1.5. to increase the judicial category in accordance with the requirements of these Regulations.

4.2. The sports referee must:

4.2.1. know the rules of the competition, strictly comply with their requirements, master the methods of refereeing and correctly apply them in practice;

4.2.2. carry out refereeing in a qualified and impartial manner, avoiding mistakes that may lead to a distortion of the results of the competition, objectively and timely resolve issues arising during the competition;

4.2.3. perform refereeing duties in the refereeing uniform established by the rules of the competition;

4.2.4. wear the breast emblem of a judge in accordance with his category at all official events;

4.2.5. to be correct, polite and friendly towards all participants of the competitions and spectators, to be an example of high culture and organization, to contribute to the holding of competitions at a high level;

4.2.6. resolutely fight against manifestations of rudeness, indiscipline, violations of the rules of competitions and behavior on the part of participants, coaches, representatives;

4.2.7. improve the level of judicial qualifications, transfer knowledge and experience to other judges, actively promote sports, have an annual practice of refereeing competitions at various levels;

4.2.8. upon deprivation of the judicial category, return the certificate and badge to the sports organization that issued them.

5. REWARDS

5.1. For the active and impeccable performance of judicial duties, the following types of rewards for judges are established:

5.1.1. awarding diplomas, certificates, memorable gifts established by organizations conducting sports competitions;

5.1.2. inclusion in the composition of the best sports judges of the year;

5.1.3. submission for the assignment of the next judicial category upon fulfillment of the classification requirements;

5.1.5. submission in the prescribed manner to state and departmental awards and incentives;

5.1.6. other, including material, produced in the prescribed manner.

5.2. Incentives are entered into the referee's record card.

6. PENALTY

6.1. For failure to perform or improper performance of judicial duties or other violations, the following types of penalties may be applied to judges:

6.1.1. warning;

6.1.2. suspension from refereeing competitions;

6.1.3. disqualification with the establishment of its validity period;

6.1.4. reduction of the judicial category;

6.1.5. deprivation of judgeship.

6.2. Decisions on the application of penalties to judges (except for the reduction of the category or deprivation of the judicial title) are taken by the respective federations.

The decision to impose a penalty, adopted by the Russian Karate Federation, is valid on the territory of the Russian Federation. The decision to reduce the judicial category or deprive the judicial title is made:

The executive authority of the subject of the Russian Federation in the region

physical culture and sports at the place of residence of the judge on the basis of a petition from the Russian Karate Federation or the Federation of the Subject of the Russian Federation by sport - for judges of the 1st category and below;

The deprivation of a judicial title for judges of the All-Russian category is approved by order of the federal executive body in the field of physical culture and sports at the request of the Russian Karate Federation;

If the judicial category is reduced, it can be assigned again if the conditions for assignment for this judicial category are met again not earlier than in a year.

In case of deprivation of the judicial title, the judicial category may be assigned again, in the manner prescribed by these Regulations, starting from the 3rd judicial category.

If a judge has been disqualified for a period of more than 1 year, he can be admitted to refereeing competitions only after passing the qualifying tests.

For one violation, as a rule, one type of penalty is applied to a sports judge.

I order:

1. Approve the attached Regulations on sports referees.

2. Recognize invalid the order of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation dated November 27, 2008 N 56 "On approval of the Regulations on sports referees" (registered by the Ministry of Justice of the Russian Federation on January 19, 2009, registration N 13114).

I. General provisions

1. The regulation on sports judges (hereinafter referred to as the Regulation) was developed in accordance with Part 8 of Article 22 of the Federal Law of December 4, 2007 N 329-FZ "On Physical Culture and Sports in the Russian Federation" (Collected Legislation of the Russian Federation, 2007, N 50 , art. 6242; 2008, N 30 (part II), art. 3616; 2014, N 26 (part I), art. 3376; 2015, N 27, art. 3995) and subparagraph 4.2.5 of the Regulations on the Ministry sports of the Russian Federation, approved by the Decree of the Government of the Russian Federation of June 19, 2012 N 607 (Collected Legislation of the Russian Federation, 2012, N 26, Art. 3525; 2013, N 30 (part II), Art. 4112, N 45, Art. 5822, 2015, No. 2, Art. 491, No. 18, Art. 2711).

The position defines:

a) the procedure for assigning qualification categories of sports judges;

c) the rights and obligations of sports referees.

2. The following qualification categories of sports referees are established in the Russian Federation:

a) sports referee of the All-Russian category;

b) sports referee of the first category;

c) sports referee of the second category;

d) sports referee of the third category;

e) junior sports referee.

3. Qualification categories of sports judges are assigned to citizens of the Russian Federation (hereinafter referred to as candidates) in accordance with the qualification requirements for candidates for the assignment of qualification categories of sports judges (hereinafter referred to as Qualification Requirements) for sports included in the All-Russian Register of Sports.

Qualification requirements are approved by the Ministry of Sports of the Russian Federation (hereinafter - the Ministry).

4. A sports referee officiates official sports competitions or physical culture events by sports included in the Unified calendar plan of interregional, all-Russian and international physical culture events and sports events at the proposals of the all-Russian sports federations or federal executive authorities that manage the development of military-applied and service-applied sports (hereinafter referred to as federal bodies) or in calendar plans physical culture events and sports events of the constituent entities of the Russian Federation, municipalities and sports and sports organizations(hereinafter referred to as the official competition), including sports among the disabled and people with disabilities handicapped health, the rules of the sport, approved in accordance with Article 25 of the Federal Law of December 4, 2007 N 329-FZ "On Physical Culture and Sports in the Russian Federation" (Collected Legislation of the Russian Federation, 2007, N 50, Art. 6242; 2008, N 30 (part II), art. 3616; 2014, N 26 (part I), art. 3376) (hereinafter - the rules of the sport) which, in terms of sports disciplines, do not differ from the sport in which the sports judge the qualification category of a sports referee has been assigned, and for sports, the sports disciplines of which are all-around, and the rules of the sport of which, in terms of individual components of the all-around, do not differ from the sport in which the sports referee has been assigned the qualification category of a sports referee.

II. The procedure for assigning qualification categories of sports judges

5. The qualification category of a sports referee "young sports referee" is assigned to candidates aged 14 to 16 years. This category expires at the age of 16.

6. The qualification category of a sports referee "sports referee of the third category" is assigned to candidates who have reached the age of 16 after passing the qualification test.

The qualification category of a sports referee "sports referee of the third category" is valid for 1 year from the date of its assignment.

7. The qualification category of a sports referee "sports referee of the second category" is assigned to candidates who have the qualification category of a sports referee "sports referee of the third category", but not earlier than 1 year from the date of assignment of such a category.

The qualification category of a sports referee "sports referee of the second category" is valid for 2 years from the date of its assignment.

8. The qualification category of a sports referee "sports referee of the first category" is assigned to candidates who have the qualification category of a sports referee "sports referee of the second category", but not earlier than 2 years from the date of assignment of such a category.

The qualification category of a sports referee "sports referee of the first category" is valid for 2 years from the date of its assignment.

8.1. Candidates with the sports title of "master of sports of Russia of international class" or "master of sports of Russia" are assigned the qualification category of a sports referee "sports referee of the second category" or "sports referee of the first category" in the relevant sport after passing the qualifying test.

9. The qualification category of a sports referee "young sports referee" is assigned by physical culture and sports organizations at the place of residence of the candidate or at the location of the regional sports federation that records the judicial activities of the candidate, at the request of the candidate, certified by such a regional sports federation, containing information about the last name, first name , patronymic (if any) and date of birth of the candidate, and information on the fulfillment of the Qualification requirements for the assignment of the qualification category of a sports judge (hereinafter referred to as the Application).

The qualification categories of sports referees "sports referee of the second category" and "sports referee of the third category" (with the exception of military applied and service applied sports) are assigned by local governments of municipal districts and city districts at the place of residence of candidates or at the location of the regional sports federation , which takes into account the judicial activities of candidates, upon submission (Appendix No. 1 to this Regulation) (hereinafter referred to as the Submission), certified by the head of such a regional sports federation.

The qualification categories of sports referees "sports referee of the second category" and "sports referee of the third category" in military applied and service applied sports are assigned by the relevant structural divisions of the federal bodies at the location of the structural divisions of the federal bodies, according to the Submission signed by an official authorized by the structural a subdivision of the federal body that keeps records of the judicial activities of candidates.

The qualification category of a sports referee "sports referee of the first category" is assigned by the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports (hereinafter referred to as the executive authorities) at the candidate's place of residence or at the location of the regional sports federation or at the location of the structural unit of the federal body, accounting for the judicial activities of the candidate, according to the Submission, certified by the head of such a regional sports federation or the head of such a structural unit of the federal body (for military applied and service applied sports).

10. To assign the qualification categories of sports referees "young sports referee", "sports referee of the third category", "sports referee of the second category", "sports referee of the first category" Application or Submission and documents provided for in paragraph 11 of the Regulations are submitted to the executive authorities , local self-government bodies of municipal districts and city districts, structural divisions of federal bodies, physical culture and sports organizations specified in clause 9 of the Regulations (hereinafter referred to as the Organization) within 4 months from the date of fulfillment of the Qualification Requirements.

11. The following documents are attached to the Submission for the assignment of the qualification category of a sports judge:

a) a copy of the registration card of the judicial activities of a candidate for the assignment of the qualification category of a sports judge (Appendix No. 2 to this Regulation) certified by the regional sports federation or a structural subdivision of the federal body (hereinafter referred to as the Registration Card), containing information on the fulfillment of the Qualification Requirements;

b) copies of the second and third pages of the passport of a citizen of the Russian Federation, as well as a copy of the page of the passport of a citizen of the Russian Federation containing information about the place of residence of the candidate, and in his absence, copies of the pages of the passport of a citizen of the Russian Federation, proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation containing information about the last name, first name, patronymic (if any), the authority that issued the document, the expiration date of the document;
by order of the Ministry of Sports of Russia dated November 15, 2016 N 1192.

c) a copy of the certificate of "master of sports of Russia of international class" or "master of sports of Russia" for candidates for the qualification category "sports referee of the first category", in accordance with clause 8.1 of the Regulations;

d) 2 photographs 3 x 4 cm.

Conscripted military personnel, instead of a passport of a citizen of the Russian Federation, provide a copy of a military ID.

All copies of documents required for the assignment of qualification categories of sports judges, provided for by this paragraph, must fully reproduce the information of the original document.

12. The Organization, within 2 months from the date of receipt of the Submission and documents provided for in paragraph 11 of the Regulations, makes a decision to assign the qualification category of a sports judge, to return the Submission and documents, or to refuse to assign the qualification category of a sports judge.

13. The decision to assign the qualification category of a sports referee is documented by a document signed by the head of the Organization (hereinafter referred to as the Document).

A copy of the Document within 10 working days from the date of its signing is sent to the regional sports federation, structural subdivision of the federal body and (or) posted on the official website of the Organization in the information and telecommunication network "Internet".

Copy of Document on decision in relation to military-applied and service-applied sports in the information and telecommunication network "Internet" is not placed.

14. Information on the assignment of the qualification category of a sports referee is entered in the Registration Card and certified by the regional sports federation or structural subdivision of the federal body that records the refereeing activities of the sports referee.

15. In case of submission to the Organization of the Submission and documents that do not meet the requirements of paragraphs 9 and 11 of the Regulations, the Organization within 10 working days from the date of receipt returns them to the regional sports federation or structural subdivision of the federal body, indicating the reasons for the return.

16. In the event of a return, the regional sports federation or structural subdivision of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not meet the requirements of paragraphs 9 and 11 of the Regulations, eliminate the inconsistencies and re-send them for consideration to the Organization.

17. If a decision is made to refuse to assign the qualification category of a sports judge, the Organization within 10 working days sends a reasoned written refusal to the regional sports federation or structural subdivision of the federal body, and returns the Submission and all documents.

18. The grounds for refusal to assign the qualification category of a sports judge are:

a) non-compliance of candidates for assignment with the Qualification requirements;

b) violation by the regional sports federation, structural subdivision of the federal body of the deadline for submitting the Submission and documents, provided for in paragraph 10 of the Regulations;

c) violation by the regional sports federation, a structural subdivision of the federal body of the deadline for eliminating inconsistencies in the Submission and documents that caused the return, provided for in paragraph 16 of the Regulations.

19. The qualification category of a sports referee "sports referee of the All-Russian category" is assigned by the Ministry to candidates:

having the qualification category of a sports referee "sports referee of the first category", but not earlier than 2 years from the date of assignment of such a category;

having the qualification categories of sports judges "judge for sports of the republican category" and "judge for sports of the all-Union category" after passing the qualification test.

The qualification category of a sports referee "sports referee of the All-Russian category" is valid for 4 years from the date of its assignment.

20. The qualification category of a sports referee "sports referee of the All-Russian category" is assigned according to the Submission:

a) an executive authority (with the exception of military-applied and service-applied sports);

b) a federal body.

21. The submission and documents provided for in paragraph 9 and paragraph 11 of the Regulations are submitted by the regional sports federation or a structural subdivision of the federal body (for military-applied and service-applied sports) to the bodies specified in paragraph 20 of the Regulations, for their subsequent direction to the Ministry .

In the event that the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations are submitted to the executive authority or federal authority, respectively, the executive authority or federal authority, within 10 working days from the date of receipt, returns them to the regional sports federation or structural subdivision of the federal authority, indicating the reasons for the return.

In the event of a return, the regional sports federation or structural subdivision of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate the inconsistencies and re-send them to the executive authority or federal body (for military-applied and service-applied sports).

22. To assign the qualification category of a sports referee "sports referee of the All-Russian category" to the Ministry, within 6 months from the date of fulfillment of the Qualification requirements, the following are sent:

A presentation certified by the regional sports federation that keeps track of the sports refereeing activities of a sports judge and the executive authority, as well as the documents provided for in paragraph 11 of the Regulations (with the exception of military applied and service applied sports);

A submission certified by a structural subdivision of the federal body that records the judicial activities of a sports judge, and a federal body, as well as documents provided for in paragraph 11 of the Regulations (for military applied and service applied sports).

23. The All-Russian Sports Federation, within 2 months from the date of receipt by the Ministry of the Submission and the documents provided for in paragraph 11 of the Regulations, receives them from the Ministry, considers, and sends to the Ministry an agreed Submission, certified by the head and the seal of the All-Russian Sports Federation and the documents provided for in paragraph 11 Regulations, or a justified written refusal to agree, with the attachment of all documents.

24. The Ministry, within 4 months from the date of receipt of the Submission and documents specified in paragraph 11 of the Regulations from the executive authority or federal body, decides on the assignment of the qualification category of a sports judge "sports judge of the All-Russian category", on the return of the Submission and documents or on refusal to assignment of the qualification category of a sports referee "sports referee of the All-Russian category".

25. The decision to award the qualification category "sports judge of the All-Russian category" is drawn up by order of the Ministry, which is signed by the Minister of Sports of the Russian Federation, and within 5 working days from the date of its signing is posted on the official website of the Ministry in the information and telecommunication network "Internet".

The order of the Ministry on the decision taken in relation to military-applied and service-applied sports in the information and telecommunications network "Internet" is not posted.

26. When assigning the qualification category of a sports referee "sports referee of the All-Russian category", the Ministry issues a certificate and a badge. The certificate and badge are handed over to an authorized representative of the executive authority or federal authority (for military applied and service applied sports) for their subsequent presentation at the location of the executive authority or federal authority.

27. In case of loss or damage of the certificate, the sports judge submits to the executive authority or the federal authority (for military-applied and service-applied sports) an application for issuing a duplicate certificate (hereinafter - the Application). The application must be submitted in an original copy and signed personally by the sports referee. The executive authority or the federal authority sends the Application to the Ministry.

The Ministry within 30 working days from the date of receipt of the Application issues a duplicate of the certificate.

A duplicate of the certificate is handed over to an authorized representative of the executive authority or an authorized representative of the federal authority (for military applied and service applied sports) for their subsequent delivery at the location of the executive authority or federal authority.

The badge is not re-issued.

28. In case of submission of the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, respectively, the Ministry within 10 working days from the date of their receipt from the all-Russian sports federation or federal authority (for military applied and service applied sports) returns them to the executive authority or federal authority, indicating the reasons for the return.

29. In the event of a return, the executive authority or the federal authority (for military applied and service applied sports) within 20 working days from the date of receipt of the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate inconsistencies, and re- forward them to the Ministry for consideration.

30. In case of refusal to assign the qualification category of a sports referee "sports referee of the All-Russian category", the Ministry sends a reasoned written refusal to the executive authority or federal body, and returns the Submission and the documents provided for in paragraph 11 of the Regulations.

31. The grounds for refusal to assign the qualification category of a sports referee "sports referee of the All-Russian category" are:

a) refusal to approve the Submission by the All-Russian Sports Federation;

b) non-compliance of the candidate for assignment with the Qualification requirements;

c) violation of the deadline for submission, provided for in paragraph 22 of the Regulations, by an executive authority or federal body (for military applied and service-applied sports) of the Submission and documents provided for in paragraph 11 of the Regulations;

d) violation of the term for consideration and approval by the All-Russian Sports Federation of the Submission and documents, provided for in paragraph 23 of the Regulations.

III. Contents of Qualification Requirements

32. Qualification requirements should have the following structure and content:

- requirements for the assignment of qualification categories of sports judges;

- requirements for confirming the qualification categories of sports judges;

- requirements for the implementation of standards for physical training and the frequency of their delivery (for sports where such standards are provided for by the rules of sports);

- requirements for evaluating the practice of sports refereeing;

- requirements for the inclusion of sports judges in the panel of judges and the main panel of judges;

- requirements for passing theoretical training and passing the qualification test.

32.1. Requirements for the assignment of qualification categories of sports judges must contain:

a) requirements for the age of a sports referee, necessary for the assignment of the qualification category of a sports referee, including the maximum age of a sports referee;

b) status and name official competitions, as well as the number of such competitions necessary for the assignment of qualification categories of sports referees (with indication of the names of sports referee positions), with the exception of the qualification category of a sports referee "sports referee of the All-Russian category";

c) the status and name of official competitions, as well as the number of such competitions necessary for assigning the qualification category of a sports referee "sports referee of the All-Russian category" (indicating the names of sports refereeing positions), with the exception of military applied and service applied sports, but not less than :

1 (one) official competition with a status not lower than the All-Russian sports competition during each year of refereeing;

2 (two) official competitions with a status not lower than that of a constituent entity of the Russian Federation as part of the main panel of judges during each year of judging activity;

2 (two) official competitions of a different status, during each year of refereeing;

d) the status and name of official competitions, as well as the qualification category of a sports referee "sports referee of the All-Russian category" (indicating the names of sports referee positions) in military applied and service applied sports, but not less than:

1 (one) official competition with a status not lower than the all-Russian sports competition of the relevant federal body during each year of refereeing;

1 (one) official competition with a status not lower than a sports competition of a structural unit of the relevant federal district, Moscow and St. Petersburg as part of the main judging panel during each year of judging activity;

2 (two) official competitions of a different status during each year of refereeing;

e) the number of theoretical lessons as a participant, but not less than 1 (one) in each year of judicial activity;

f) the number of theoretical lessons as a lecturer for all qualification categories of a sports judge, with the exception of the qualification categories of sports judges "sports judge of the third category" and "young sports judge", but not less than 1 (one) theoretical lesson in each year of refereeing;

g) the frequency of delivery of the qualification test;

h) the frequency of fulfillment of the standards for physical training necessary for the assignment of the qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

i) the experience of sports refereeing, necessary for the assignment of a qualification category.

32.2. The requirements for confirming the qualification categories of sports judges (hereinafter referred to as confirmation) must contain:

a) requirements for the age of the sports referee required for confirmation, including the age limit for the sports referee;

b) the status and name of official competitions, as well as the number of such competitions required for confirmation;

c) the number of theoretical lessons as a participant, but not less than 1 (one) in each year of judicial activity;

d) the number of theoretical lessons as a lecturer for all qualification categories of a sports judge, with the exception of the qualification categories of sports judges "sports judge of the third category" and "young sports judge", but not less than 1 (one) theoretical lesson in each year of refereeing;

e) passing the qualification test;

f) the frequency of fulfillment of the standards for physical training necessary for the assignment of a qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

g) the frequency of confirmation, but not less than:

for the qualification category "sports referee of the All-Russian category" - 1 time in 4 years;

for the qualification categories "sports referee of the first category" and "sports referee of the second category" - 1 time in 2 years;

for the qualification category "sports referee of the third category" - once a year.

32.3. Requirements for the fulfillment of standards for physical training and the frequency of their delivery (for sports where such standards are provided for by the rules of sports) should contain:

a) the name of the judicial position for which the delivery of standards for physical training is provided;

b) the name and content of the test;

c) list of tested physical qualities;

d) units of measurement of the test being performed;

e) rating scale (for men and women separately);

f) the frequency of delivery of standards for physical training.

32.4. Requirements for evaluating the practice of sports refereeing should include:

a) name and rating scale;

b) types of violations (remarks) revealed in the process of judging, affecting the downgrade;

c) requirements for the qualification category of the chairman of the main panel of judges, who evaluates the practice of sports refereeing;

d) the procedure for accounting for estimates.

32.5. The requirements for the inclusion of sports judges in the judging panels and the chief judging panels must contain:

a) the status and name of official competitions;

b) requirements for the qualification category of a sports referee and the number of sports referees necessary to ensure refereeing of official competitions of various status;

c) the basic requirements for the functional duties of a sports referee, indicating the name of the referee position, his subordination and powers.

32.6. The requirements for passing theoretical training and passing the qualification test must contain:

a) duration (number of academic hours) of theoretical and practical exercises, the form of their holding (seminar, colloquium, round table);

b) requirements for the qualification category of a sports referee - a participant in theoretical and practical classes and the host organization;

c) the procedure for the formation and approval of questions (topics) of the qualification test;

d) requirements for admission to the qualification test or its re-passing and qualification categories of sports referees conducting the qualification test;

e) the procedure for recording information on the passage of theoretical training, passing the qualification test.

33. Qualification requirements are submitted to the Ministry on paper in two copies and on electronic media.

34. In the absence of the Qualification requirements approved by the Ministry, the qualification categories of a sports referee in this sport are not assigned.

V. Rights and obligations of a sports referee

35. The sports referee has the right:

a) carry out work to promote the sport and sports refereeing;

b) to extend the validity of the qualification category of a sports judge upon its confirmation and certification;

c) conduct theoretical classes, seminars on behalf of the all-Russian sports federation or federal body (for military applied and service applied sports), a regional sports federation or a structural unit of the federal body (for military applied and service applied sports) on the relevant sports (with the exception of sports referees with the qualification categories "junior sports referee" and "sports referee of the third category");

d) apply for an increase in the qualification category in accordance with the Qualification Requirements;

e) judge competitions in accordance with their qualification category, wear a badge of judges;

f) submit proposals to the collegiate judging body to amend the rules of the sport, Qualification requirements in order to improve them;

g) submit proposals to the main panel of judges in order to improve refereeing during competitions;

h) elect and be elected to collegiate judicial bodies;

i) apply for a duplicate of the certificate in case of its loss or damage.

36. The sports judge is obliged:

perform official duties sports referee, which are established by the Unified Qualification Directory of the positions of managers, specialists and employees, section "Qualification characteristics of positions of workers in the field of physical culture and sports", approved by order of the Ministry of Health and Social Development of Russia dated August 15, 2011 N 916n (registered by the Ministry of Justice of Russia on October 14, 2011, registration N 22054), as well as:

a) have the skills of refereeing in various positions and correctly apply them in practice;

b) comply with the Qualification Requirements;

c) carry out refereeing in a qualified and impartial manner, prevent situations that may lead to distortion of the results of the competition;

d) take measures to prevent and combat unlawful influence on the results of official sports competitions;

e) perform the duties of a sports referee in a neat judicial uniform, established by the rules of the sport.

Sports refereeing

direct management of the conduct of sports competitions (See Sports competitions) according to the established rules. S.'s level with. depends on the judges' knowledge of the rules of the sport, the ability to apply them, observing the requirements of sports ethics (objectivity, adherence to principles, correctness, etc.), as well as on their experience, length of service. S. s. designed to have an educational impact on the participants of the competitions and spectators. S. s. is not a profession.

In S.'s system with. there are different (depending on the type of sport, the nature of the competition) judicial functions, duties: judges (arbiter, referee) on the field, playground (football, rugby, basketball, handball, hockey), ring (boxing), carpet (wrestling), tower (volleyball, tennis); judges at the start (starter), distance, finish (running, walking, ski race and so on.); referee team, evaluating the performance of athletes by points, points (sports and gymnastics, acrobatics, figure skating, jumping on a trampoline, into the water, from a springboard on skis; side judges in boxing and wrestling); timekeeper, measurer, informant, judge at the participants, etc. For the general management of competitions such as championships, sports and athletics, panel of judges are created consisting of the chief judge, his deputies, chief secretary, and members.

Sports titles established in the USSR : junior judge in sports, judges of the 3rd, 2nd, 1st, republican and all-Union categories, as well as an honorary judge in sports, which are assigned (with the presentation of a certificate and a badge) by the relevant sports committees on the proposal of the judging panels and federations for sports , boards sports clubs, councils of physical culture groups and sports societies (the title of judge of the all-Union category and honorary judge - by the Committee on Physical Culture and Sports under the Council of Ministers of the USSR). In 1975 there were 9,700 judges of the All-Union category, about 100 honorary judges in sports.

The title of judge of the international category is awarded by international sports federations for qualified S. with. on worldwide, regional, continental and other sports competitions.
